  • 13 Oct 2021 in National Assembly: Disabilities Network seeks to develop mechanisms for mainstreaming disability considerations in all CPA activities and programmes. As Chairperson of the Commonwealth Parliamentarians with Disabilities Network, it is my pleasure to inform the House that the Parliament of Kenya is scheduled to host the Inaugural Commonwealth Parliamentarians with Disabilities (Africa Region) Conference from 14th to 18th October 2021 at the Nairobi Serena Hotel under the theme “Mainstreaming Disability in Legislative Agenda in the 21st Century”. The main objective of the Conference is to create a platform for Members of Parliament with disabilities within the Africa Region to discuss issues of mutual ... view

  • 13 Oct 2021 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. The reading of this amendment leaves out a very fundamental issue. If you look at the part on appointment, it is the Cabinet Secretary (CS) who gazettes the members of the Board. What happens when the same Cabinet Secretary is unhappy with some of the members of the Board? De-gazettement is not listed as one of the reasons for one to cease being a member of the Board. I think it would be clearer if we considered de-gazettement by the CS because there will be moments where the CS might feel that someone has ... view
  • 13 Oct 2021 in National Assembly: Hon. Temporary Deputy Chairman, since you have given him the latitude to gazette, you should also give him the latitude to degazette because there are moments where it will be tenable for the CS to degazette a member of the Board but, of course, under some conditions. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 23 Jun 2021 in National Assembly: Thank you very much Hon. Temporary Deputy Speaker for the opportunity to support the Kenya National Blood Transfusion Services Bill 2020. I support this Bill because I want to say like many other Kenyans that I am a beneficiary of blood transfusion. I am a beneficiary of blood donated to me several times like many other Kenyans in this country. I owe it to so many Kenyans. When I came into this House in 2013, I suffered a road accident and I remember during my admission at the Nairobi Hospital my doctors wanted blood. I owe this to my relatives ... view
  • 15 Jun 2021 in National Assembly: Thank you, Hon. Speaker for giving this opportunity to the other gender. We are talking about something very important; that is education. Allow me to say that I do not support that Petition simply because we have come a long way as a country in terms of education. The Cabinet Secretary (CS) for Finance just read the budget the other day and you saw the amount of money that was allocated to education. So, we will be making a mockery of education in this House, if we can accept someone to come into this dignified House without a degree. The ... view
  • 15 Jun 2021 in National Assembly: You are aware that I am a very proud graduate. I happen to be an Irvine graduate from Columbia University USA, courtesy of the efforts of other people. Many of us such as Hon. Joyce Emanikor, Hon. Tecla Tum, and Hon. Sen. Mwaura all went to the US to pursue education. We went extra mile to just get education. Therefore, if this House agrees to such a Petition, it will make a mockery of education. In the month of July, the G7 will be in London talking about issues to do with climate change and education. We have a lot ... view
  • 15 Jun 2021 in National Assembly: Hon. Temporary Deputy Speaker, thank you for giving me an opportunity to support the County Allocation of Revenue Bill, 2021 that has been brought here from the Senate. I thank the Senate for the timely release of this Report. view
  • 15 Jun 2021 in National Assembly: The Bill basically makes provisions for the allocation of revenue from the funds and revenue that has been collected nationally among the various devolved units, our counties. I know in most of our counties governors are serving their last terms. I challenge the governors, especially those serving their second terms to think about the legacy they will leave. For the last several years, in this House, we have been fighting for increased county revenue allocations. It was only last year when we had the discussion in this House and in the Senate. We said that money released to the counties ... view
