  • 4 Jun 2013 in National Assembly: Hon. Temporary Deputy Speaker, there are areas of this country where police officers have been for as long as ten years. A police officer serves in an area for more than ten years, he is tried, very ill equipped and is not very well remunerated. Police view
  • 16 May 2013 in National Assembly: Thank you hon. Speaker. My name is Dennitah Ghati, Member of Parliament for Migori County. Hon. Speaker, I want to say that security in this country is not a favour but a constitutional right enshrined in Article 238 of the Constitution. Having said that, I also want to seek clarification because I also come from an area, or a community or a constituency, that is right now engaged in clan fighting. Kuria Constituency, which is not being discussed in this House, is also an area where, as I speak here now, people are not living in their homes. Children are ... view

  • 14 May 2013 in National Assembly: Thank you, hon. Deputy Speaker. I rise to oppose the Motion, purely on the basis of non-compliance to regional balance. A lot has been said. We have eight regions in this country. If the Government was going to be fair enough even to our regions, I truly believe that we have very qualified people that we could draw from the various regions that we represent. I am one of the people who were strongly involved in Constitution-making. We have eight regions in this country which were provinces before and I believe that, in the interest of fairness, which I am ... view
  • 14 May 2013 in National Assembly: Hon. Deputy Speaker, I was talking about regional and ethnic diversity. The Jubilee Government promised to look into the issue of regional and ethnic balance. There are communities in this country which have never been close to power. I am challenging the Government to ensure that subsequent appointments are going to be made from communities that traditionally have never been close to power in this country. view
  • 9 May 2013 in National Assembly: Thank you, hon. Chairlady. I wish to support my sister, hon. Nyokabi on the amendments especially bearing in mind that when we are doing any form of budget, it is also very essential that any kind of budget takes into consideration the issue of notes. Very many people are not conversant with the terminologies that are used. For that reason, I support and I wish to support the idea of having the budget very clear in terms of the allocations for county assembly members and county executive members. So, it is not the prerogative of the governor to say this ... view

  • 8 May 2013 in National Assembly: I wish to support the Motion but it is very unfortunate that, even as we support this Motion, it has not really been subjected to the appropriate committee that was supposed to actually scrutinize it. Therefore, I support the Motion because Kenya has to move on; we have to move on. The people of Kenya want to move on. What I want to suggest, as I support this Motion, is for us to find amicable solutions, so that we do not have a standoff on various other Motions that we are going to move in this House. With that, I ... view
