  • 19 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, would I be in order to ask the Minister to tell the House what he is trying to do? Is there an inter-Ministerial Committee dealing with the issues of land grabbing? We all know that there are some hon. Members who own land the size of Nyanza Province. view
  • 19 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to move the following Motion:- THAT, in order to ensure comprehensive protection of the Kenyan consumer, this House do grant leave for the introduction of a Bill entitled The Consumer Protection Bill to establish the Consumer Protection Board that will contribute towards the improvement of consumer welfare and for matters incidental thereto and connected therewith. Mr. Temporary Deputy Speaker, Sir, even though the reasons for bringing forth this Motion are many, they are very simple. Currently there are several statutes in this country that meekly deal with issues of consumer protection. It is ... view
  • 18 Jul 2006 in National Assembly: Mr. Speaker, Sir, it is important to shed some light on this colossal amount of money that we receive from the United Nations. Mr. Speaker, Sir, could the Minister specify, or clarify, what the money is meant for? Are we being paid for our services? Is it salaries or allowances of those soldiers? Which Ministry receives the money? Is it the Ministry of State for Defence or the Ministry of Finance? view
  • 12 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, thank you for the sympathy. How sure can we be that the computerised system of admitting students to MTCs is not going to be tampered with to disenfranchise certain regions of this country? Could the Assistant Minister assure this House that slots in our MTCs will be equally distributed to the various regions of this country? He should also assure the House that the marginalised regions of this country will be taken care of. view
  • 12 Jul 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, with all due respect, this is an issue of 2066 PARLIAMENTARY DEBATES July 12, 2006 concern. We might be the minority on this side, but we deserve to be heard. We demand that right! When the Minister is being queried on what he wants to use taxpayers' money on, he stands up and says: "A specialized equipment is a specialized equipment". I think that is the lowest that this Parliament can get to. view
  • 11 Jul 2006 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir! view
  • 11 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, yes, I know that, but I wanted to stand on a point of order before he says anything. Mr. Temporary Deputy Speaker, Sir, on several occasions in this House, when discussing issues concerning the Ministry represented by the Minister, we have constantly and persistently called for his resignation. That happened when he raided the Standard Group premises, when he was associated with the alleged "mercenaries", and on several other occasions. The Minister--- view
  • 4 Jul 2006 in National Assembly: Mr. Speaker, Sir, in the recent past, the Minister has told this House that money has been allocated to sink several water boreholes in the country. Mr. Speaker, Sir, in the last few weeks, there has been politics being played around with this money that it will go to the areas where the by-election campaigns are going on. Mr. Speaker, Sir, could the Minister provide this House with a map of specific constituencies, locations and sub-locations where the Minister will use this money to sink boreholes so that the campaign for votes in North Eastern Province in the pretext of ... view
  • 22 Jun 2006 in National Assembly: Mr. Deputy Speaker, Sir, it is good that the Assistant Minister has acted on this case. However, could he consider the cry of the populace about this issue of the increment of power charges under the guise of the increased Roads Maintenance Fuel Levy which was announced in the Budget Speech. We know that the charges that they want to increase should be done after a study has been carried out by the Electricity Regulatory Board (ERB). Mr. Deputy Speaker, Sir--- view
  • 22 Jun 2006 in National Assembly: Mr. Deputy Speaker, Sir, could the Assistant Minister, on behalf of Kenyans, June 22, 2006 PARLIAMENTARY DEBATES 1557 stop the Kenya Power and Lighting Company (KPLC) from increasing power charges as from 1st July, 2006? view
