  • 15 Aug 2007 in National Assembly: Mr. Speaker, Sir, two weeks ago we had a Question relating to university colleges, and those that are mushrooming in this country, where parents are losing money, and their children wasting four years, before the Assistant Minister realises that an institution is an illegal university. What we are asking here is the upgrading of what is already legal. He should tell us now when is he going to upgrade all constituent colleges in the country to allow our children to study locally rather than go overseas. view
  • 9 Aug 2007 in National Assembly: Mr. Speaker, Sir, could the Assistant Minister confirm to this House August 9, 2007 PARLIAMENTARY DEBATES 3101 whether or not we have manpower to ensure that these colleges will not be mushrooming? We read in newspapers that some colleges operate for four years and even award degrees. It is only then the Minister wakes up much later and declares them illegal. Could he tell us whether he will act or not? That is why most of our children are moving to Uganda where the education is of high quality. view

This exercise of registration is going on while most of them are in schools and colleges. Could the Minister tell us whether it is possible for him to extend this exercise to both high schools and colleges in order to facilitate the issuance of identity cards to students? view

Mr. Temporary Deputy Speaker, Sir, while appreciating the efforts of the Government in providing free primary and secondary education, I would like to emphasize the need for the Government, through the establishment of Education Levy Fund, to put more emphasis on the disabled children. When we passed the Budget last year, there were no conditions attached to these grants. They were free grants. The Assistant Minister is telling us here now that "we agreed." I do not know with who! These requirements were never tabled in this Parliament and this Fund is meant to benefit the children or the youth of the rich people because they are able to show some security.   • 24 Jul 2007 in National Assembly: Mr. Speaker, Sir, I have never seen a shallow answer like the one provided by the Assistant Minister! The planning of this scheme was commissioned in March 1985. All the plots were demarcated. Therefore, I do not understand what he means by "scheme is at an advanced stage" and yet, the allocation has not been done. view
