Mr. Temporary Deputy Speaker, Sir, Kenyans have seen what the Constituencies Development Fund (CDF) has done in this country. Unfortunately, every minute you open a newspaper, you see a story of someone complaining about the CDF. These are nothing but teething problems. We should allow the introduction of the Bill to be able to harmonise the operations of the CDF, so that people can make their contribution. (a) When was the contract for the construction of Sagana-Marua Road awarded and to which firm? (b) How much of the road works has been done? (c) Is the damages clause being applied in accordance with the terms of the contract if the contract period has expired? (d) If the answer to part "c" is in the affirmative, how much damages have been levied to date? view

The Assistant Minister is telling us that the Ministry will double the current cost. Bearing in mind that the earlier cost was based on seven years price and that the increased contract price is for 15 years, is this adjustment relevant to the construction task? view

Considering the fact that, that contractor has done 17 kilometres for the last three years, based on the original contract cost, it appears as if he is only doing 5.7 kilometres per year. Could the Assistant Minister tell us how many years that contractor will take to reach Marua after the variations are done? view

When talking about the deplorable state of roads in Eastleigh area, we should not forget the roads in Makadara, Bahati, Ziwani, South C and South B estates. Whenever there is fire outbreak in Eastleigh area, or some other form of emergency, the police cannot access the scene because the roads are impassable. What is the Assistant Minister doing to ensure that the public is well looked after and that roads in the said areas are reconstructed as soon as possible? view

As I speak here, somebody from my constituency is in King'ong'o Prison serving a civil jail sentence because United Insurance Company collapsed and yet he had insured his vehicle with it. What has the Assistant Minister done to ensure that the beneficiaries access that money as quickly as possible to avoid them being committed to civil jail? view

This Motion comes in at a time when Kenyans are looking at alternative ways of investing. This is evident from the rush which was there for the KenGen shares offer. It is quite unfortunate that the Government has cautioned this House not to support this very important Motion. The Government is unable to control many organisations in this country. Kenyans continue to lose their lives due to the state of our roads, despite the fact that they pay taxes. Whilst appreciating the growth of all the sectors of our economy as outlined in the Speech, I still strongly feel that there are areas where the Government needs to put more effort. Last year, we were told in this House that we have 15,000 Kenyan students in Uganda pursuing A-Level education.
