  • 26 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, the Government is not taking this matter seriously. We have had inter-tribal clashes and in large districts. The Government should work harder to ensure that these district tribunals are re-constituted. The Provincial Land Dispute Committees have never been reconstituted. So, the Government is encouraging tribal wars. What is the Government doing to ensure that these committees are reconstituted as soon as possible and the money made available?   • 26 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, while the Minister was replying to this Question, I shed tears. This is because I lost so many employees. My own son was a victim and yet, the Minister can stand here and say that the USA is a sovereign state! Where is its sovereignty? The Government of Kenya is charged with the responsibility of taking care of its citizens, but not to protect another government.   • 25 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, it is nice to hear the Assistant Minister tell us that the National Security Intelligence Service (NSIS) is deployed to keep an eye on the wrongdoers. However, one fails to understand why our people are being massacred in Mt. Elgon, Tana River, and as late as yesterday, in Banana Hill where a policeman was shot from behind and he lost his life. This is something that is unheard off in this world. How come a policeman is ambushed from behind and yet we have the NSIS and the Criminal Investigations Department (CID) officers?   • 10 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I sympathise with the Assistant Minister who is trying to save lives of Kenyans despite the contravention of the International Highway Code. I would rather not attend funerals from accidents like the one that occurred on the Nyeri-Karatina Road where I lost seven members of one family. Mr. Deputy Speaker, Sir, I have been "crying" for bumps to be erected on that road so that we do not have such nasty accidents on that road. view

If there is one, I would like to challenge the Assistant Minister to table the policy number. Also, there is no workman's compensation policy covering civil servants. If there is one, I would like to challenge him to table the number of the policy that lapsed last year and say whether it has been renewed. view

Looking at the performance of this Government, it has done extremely well. In fact, it is a landmark. We have never seen any other Government which is action-oriented. I take this opportunity to congratulate the entire Cabinet led by His Excellency the President. Mr. Temporary Deputy Speaker, Sir, there are three areas where we require improvement. You will be surprised that the Provincial Lands Board has so many cases pending, resulting in people killing others and fights within families, because of unresolved disputes. There is need for tribunals to be set up and start working to avoid bloodshed. Mr. Temporary Deputy Speaker, Sir, on roads, the Ministry is doing extremely well, but its efforts still leave a lot to be desired.
