  • 18 Apr 2024 in Senate: An impeachment process is not an easy thing. Unfortunately, to those whom that power is given, they do not treat it with the seriousness it deserves. An impeachment process at the county assemblies is done the same way it is done in this House. I have seen more than 10 impeachments in this House. The things you do here as Senators is what our Members of County Assemblies (MCAs) do. I know Members know what I mean when I say ‘the things you do.’ Imagine a situation where the only thing that saves the day is that you need at ... view
  • 18 Apr 2024 in Senate: Governments Act. It is better if Sen. Abbas's Committee goes through the entire breadth of that law. With the experience that this House has, where we have Senators who are former governors, governors who are former Senators and Senators who were MCAs and speakers, we do not lack the experience that is needed to understand the instruments and the operations of devolution in this country at this moment. This will enable us to have a more comprehensive cleanup of that law. Remember, when that law was being drafted, nobody had practiced devolution in Kenya. However, 12 years down the line, ... view
  • 18 Apr 2024 in Senate: Parliament spends close to Kshs400 million each year paying for offices for Members, which is not fair to taxpayers. We had to conclude that building, so that we knock off that budget. The Kshs400 million can serve other pressing needs in the country. I agree with the decision of the Parliamentary Service Commission (PSC) to conclude Bunge Tower. I will be there tomorrow, at 8.00 a.m., to see my work because I participated in the coming together of that building. There are many things. I know they have a state-of-the-art gym. Sen. Cherarkey, you can run away from not having ... view
  • 17 Apr 2024 in Senate: Mr. Speaker, Sir, I join you, on behalf of our colleagues here in the Senate, to welcome the visiting delegation from the Parliament of Zambia. Our colleague Members of Parliament, as you have noted, are here on an interactive and a study tour. I believe that they will drink to their fill as they interact with colleague Senators, either in committees and our orderlies here in Parliament. Zambia and Kenya enjoy very strong relationships that can only get better over time. There are many things that we continue to learn from the beautiful southern African The electronic version of the ... view
  • 17 Apr 2024 in Senate: nation of Zambia as a country. There have been conversations on many things that we need to collaborate with them, the things that they excel in. Mr. Speaker, Sir, what they are doing is nothing unique. We too learn from them on many occasions and that is the essence of humanity, to get the best out of your colleagues. It will benefit them to know that a few months ago, in my own home county of Kericho, we had visitors from Zambia from a town called Kawambwa, who came to study the best practice in tea farming. They wanted to ... view

The Fisheries Management and Development (Inland Fisheries) Regulations, Legal Notice No. 50 of 2024. • 17 Apr 2024 in Senate: Thank you, Mr. Speaker, Sir. I want to join my colleagues in appreciating the good work that the Cabinet Secretary for Defence is doing. I will be quick to ask a question, which I strongly feel if our colleague, Sen. Cheptumo, had been well, he would have asked. I know he has been unwell for the last few days. Therefore, I want to ask this on behalf of the children of Baringo where he comes from. As I speak today, more than 30 or 40 schools in the last count that I had, cannot go to school on account of ... view
  • 17 Apr 2024 in Senate: than 40 schools in Baringo County where children cannot go to school on account of insecurity? Since the Constitution provides for their deployment in situations such as this, where it is becoming increasing clear that other security organs, for one reason or the other, are not able to restore calm in that part of the country, what plan do they have to deploy KDF in area? Can he give us the assurance, as a House, that they will do so? I thank you. view
  • 17 Apr 2024 in Senate: Mr. Speaker, Sir, I beg to move that the Gambling Control Bill, (National Assembly Bills No.70 of 2023), be now read a Second Time. Mr. Speaker, Sir, the Bill was published in the Supplementary Kenya Gazette No.212 of 2023. It was considered by our colleagues in the National Assembly and passed on the 6th December, 2023. Thereafter, the Bill was referred here to the Senate for consideration. This Bill seeks to provide for the regulation of betting casinos and other forms of gambling, authorization of price competitions, and public lotteries, for the establishment of a gambling regulatory authority of Kenya ... view
  • 17 Apr 2024 in Senate: What have our young people and the people that are engaged in betting done? They have moved on from betting platforms that are available and can be controlled here in Kenya, and are now betting online using companies whose jurisdiction remains unknown, even globally. I know many young people - and I say this at a very difficult time because I have a young man who was a good friend and a supporter and is lying in the morgue, as I speak. He used to work at an M-Pesa shop. He went to some betting site; I am told it ... view
