This is because we pride ourselves as being an agricultural-based economy. Any time we want to take a decision on parastatals because they are owned by Kenyans and you cannot call all the 47million of them to a meeting. That is why this Constitution prefers that you sent the same to Parliament, so that their representatives can read, understand and give it a nod of approval.
