are, as divided. The issues that separate them are fewer compared to their shared vision or aspirations they have as a region. I plead with our colleagues who sit in this Parliament to continue pushing. Sen. (Dr.) Ali should not tire until African governments and heads of States agree to ratify and ensure that PAP is a proper Parliament for Africa where they can sit, set sanctions against countries that are not observing human rights on refugees, IDPs and returnees. They can sanction the politicians who are creating conflicts in different parts and tell off the Western world which contributes ...

Mr. Deputy Speaker, Sir, three minutes would have been enough. However, because you have given me two minutes, I am much obliged, because I am a disciplined student.

Thank you, Mr. Deputy Speaker, Sir. Despite this being an important report, I do not understand why Members were not giving it the kind of attention it deserves, because it is about what the Senate should be doing. That is ensuring that devolution succeeds in our various counties. I appreciate Members of the Committee. Last week, the County Executive of the county I represent in this House appeared before the CPAIC, and we had a wonderful session of interaction. I had a firsthand opportunity to witness Members of the Committee ask them thorough and proper questions on implementation of projects, ...

Thank you, Mr. Speaker, Sir. I join the rest of my colleagues in giving the necessary attention to the statement which has been requested by Sen. Prengei. You will recall that, earlier before this exercise was undertaken, I brought a question to this House that led to the invitation of the Cabinet Secretary for Interior and Coordination of National Government together with his Permanent Secretary and the rest of the team that was to undertake this exercise. Though half-heartedly, the House gave them the greenlight and stamp of approval because many of the things that we questioned were not brought ...

Thank you, Mr. Speaker, Sir. I add my voice to this issue and declare that my interest is, first as a legislator and purely personal as someone who loves this city. I was born and educated in the city. Therefore, it is in my personal interest to see Nairobi continue to thrive as we have known it over the years. I have heard many of my colleagues speak with a sense of cynicism about the success that we can achieve as a House. I have said on many occasions that Members of this House do not understand how powerful we ...

Yesterday, we were told how two Committees of this House walked into Kitui Prison, and after that visit alone, more than 500 prisoners were let free. This is because they were incarcerated but they did not deserve to be in prison. They were let go just by a simple act of this House walking into those prison walls. That is how powerful the Senate of the Republic of Kenya is. Any time we speak, we should not appear as if we lack solutions. Anytime a person appears before this House either by way of Committee or plenary, they know its ...

Mr. Speaker, Sir, Sen. Ochillo-Ayacko and I served in the Select Committee that looked into the impeachment proceedings of the Governor of Taita Taveta County. He knows what phone calls did during our meetings. I do not want to go to that direction. I am not casting aspersions on the conduct or the character of any of our colleagues. However, having served in a select committee and sat through a plenary session, I believe that we achieve more at a plenary session. I call it spreading the risk. It is more difficult for someone with the intentions of arm twisting ...
