  • 10 Apr 2019 in Senate: Finally, Mr. Temporary Speaker, Sir, I feel that some of the drafters of the Presidential Address embarrassed the President in one of his paragraphs. This is because it is a known fact that these Closed-Circuit Television Cameras (CCTVs) that were installed across the City of Nairobi do not function. It has been in the news and we have read it in our newspapers that at the time hon. Muchai was killed on Kenyatta Avenue, they were not working. Another person was murdered and when they tried to retrieve the footage, it was clearly evident that they were not working. It ... view
  • 3 Apr 2019 in Senate: Thank you, Mr. Speaker, Sir. I want to join you in welcoming these very brilliant Kenyans from Kakamega County. I do so in a separate capacity as the Chairperson of the Caucus of Young Senators, the under-35 and the Senator for Kakamega County happens to belong to that caucus. On his behalf, I want to welcome these young brilliant Kenyans and to wish them the very best in their life ahead, requesting them to do their best. They should always put their best foot forward and never take “no” for an answer. Let them continue dreaming the impossible and one ... view
  • 3 Apr 2019 in Senate: Thank you, Mr. Speaker, Sir. This is a very important issue. I must congratulate my Chairperson of the Committee on Finance and Budget for responding to something that is very critical to the operations and work of hon. Senators. On many occasions, when you have a crafty and cheeky governor, and when you challenge them in a public function why there is no meaningful development in our various counties, they answer that they have not received resources. Unfortunately, the The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained ... view
  • 3 Apr 2019 in Senate: absence of information provides good ground for misinformation. Therefore, without Senators knowing the exact amount and when it was released to their specific counties, it becomes a great hindrance to our work. We look forward to a time where in our pigeon holes and even on these tablets, we shall be able to access this information. When I go to Kericho tomorrow, I can confidently ask my governor to tell me what he has done with the money he has received this Financial Year 2018/2019. For example, I would ask him, out of the Kshs7 billion he received, what has ... view
  • 3 Apr 2019 in Senate: Thank you, Mr. Deputy Speaker, Sir. This is a very serious issue that the Senator for Nandi is raising. Mr. Deputy Speaker, Sir, it will be of great interest to us, being representatives of our people, considering that many of them either do not have the capacity or resources to file petitions. Therefore, this House should, for once, address this issue, because it is an issue of concern. There has been a lot of information and misinformation on this issue. In these days of fake news, only a proper confirmation from the Ministry will help us in understanding the true ... view
  • 3 Apr 2019 in Senate: our children either catch a cold or many other things. What we do not know is what further damages is caused to their health arising out of this situation. Therefore, Mr. Deputy Speaker, Sir, I request that you direct the Committee to respond to this issue quickly. It should, first, take time to listen to the response from the Ministry and also the victims. They should take their statements so that when they eventually bring a report to this House, we shall be able to make a firm decision. This report should enable us to even issue very strong sanctions ... view
  • 2 Apr 2019 in Senate: On a point of order, Mr. Speaker, Sir. view
  • 2 Apr 2019 in Senate: Mr. Speaker, Sir, apart from the noise, you should also direct that at least they facilitate Members to be able to access Parliament with so much ease. When I was coming, I could not access the road from City Hall. The stern mean-looking gentleman told me that it does not matter who I am even if I was a commissioner. It is only that I do not have the demeanor to take him on. On behalf of my Members who are supposed to be provided with services and facilities as their principal custodian of those facilities, please, direct that if ... view
  • 2 Apr 2019 in Senate: Thank you, Mr. Speaker, Sir. We have a tradition in this House where we support the issues of great importance brought by our colleagues but we also take the opportunity to include issues that we feel are of particular importance to the constituents that we represent in this House. Therefore, if you permit, I request the Chairperson of the Committee that will look into this Statement to also inform this House on the status of a dam called Masaita in Kericho County. The residents have been promised this dam for the last 20 years. President Kibaki gave them a promise ... view
  • 2 Apr 2019 in Senate: Mr. Deputy Speaker, Sir, I will try to stick to your advice on the need for us to observe time because this is an important exercise. We are here to approve the nomination of the next Inspector General of Police, an officer who plays an integral part in making our society what it is. If he lives by the dictates of our Constitution, he shall give us a fair and just society where we will all be secure and do business in whichever part of the country and live peacefully with one another. Since this is a nomination process, I ... view
