Mr. Deputy Speaker, Sir, I want to distinguish between the phishing of data and fishing of fish. Therefore, I chose to use the economic activity mostly undertaken by my neighbours.

No, Sen. (Dr.) Kabaka. At this moment, I do not want to talk about fishers of men and women. This is because Justice Wakiaga told us that those fishers of men are mainly the “ slay kings ” and “slay queens ”. Those are not the ones I am referring to this afternoon. People who engage in such vices should be thoroughly punished. Mr. Deputy Speaker, Sir, a fine of Kshs500,000 and five years in prison or both is a slap on the wrist based on the offence. We are all aware of a classic case that went to the ...

With those many remarks, I support and thank the Vice Chairperson of the Committee on Information, Communication and Technology. I am aware that the Bill is published in the name of the Chairperson. However, if there was a name that needs to have been on this Bill, it is that of the Vice Chairperson, Sen. Halake.

Madam Temporary Speaker, I agree with the Senator for Nairobi City County, Sen. Sakaja, that these are valid concerns that he is raising. I will be quick to pursue my line of thought which unfortunately has been drowned by the politics of it being simplified.

Last week, I appeared before the Committee on Justice, Legal Affairs and Human Rights of this House and presented my thoughts on how I think Nairobi City should be run, which should be completely different from how we should run the other 46 counties. Sakaja has raised this afternoon is one of the issues that I felt needed to be considered separately, apart from what we consider when doing revenue allocation for all the 47 counties. Although the entire leadership of Nairobi City County, led by the ...

Finally, in conclusion, I wish to put it on record that our media should cease from reducing the contents of debate of this House into very simple issues. When I gave proposals in my Bill, there is nowhere I proposed that Nairobi City County should be dissolved. All the thoughts and complexities of it have been reduced and summarised in one sentence; that the Senator for Kericho wants to dissolve Nairobi City County. It is not The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard ...

Madam Temporary Speaker, in the spirit and the mood of the House, I will also try and keep it brief because that is the trend. As my colleague, former lecturer and good teacher, Sen. (Dr.) Langat, has said, summarizing is a measure of intelligence. I did not know that until today.

I support this Motion by Sen. Kinyua which is concerned about the welfare of former leaders who served this country with pride and distinction but are forgotten on many occasions. Back in the days of municipal authorities, they did not have the kind funds that are available to MCAs nowadays. In many forums, you will find people comparing the kind of work that they did and what the present MCAs are doing without realising that they were operating on minimal resources. This is not a popular topic with the population especially in these days of austerity measures where the discussions ...
