However, on recommendation No.9 it says that that Dr. Matiang’i and the Permanent Secretary, Dr. Belio Kipsang should be held responsible then further be investigated. It is my humble submission that, if possible, please amend recommendation No.9 so that the CS and PS should be investigated just like the rest of all those mentioned but do not hold them responsible. view
