  • 25 May 2017 in Senate: Mr. Speaker, Sir, thank you for giving me this chance. I would like to make my comments in regards to the Petition by the Governor of Nairobi County, Dr. Evans Odhiambo Kidero, concerning the debt owed to Nairobi County by the national Government. This morning, I happened to have tuned to one of the local FM stations and the guest being interviewed was one Jonathan Mueke, the Deputy Governor of Nairobi County. During question time, when I asked him why Nairobi was dirtier than it was when they took over, he told me to show up in the Senate this ... view

  • 1 Mar 2017 in Senate: Thank you, Mr. Deputy Speaker, Sir. I rise to support this petition, from the very onset. I know where this community lives in Kericho County. If you happen to visit where they reside, you will truly sympathise with their situation especially given their history. The only mistake they committed is that its leadership was made up of brave men and women who took on the Britons. The punishment they got was seclusion by being pushed aside, their land taken away and their patriots killed. Some of them who are listed in the petition have never been buried up to date. ... view
  • 23 Feb 2017 in Senate: Mr. Temporary Speaker, Sir, I thank you for giving me a chance to give my contribution. From the onset, I declare that I support this Bill. It is very important to this Senate and the work that we do as Senators who are elected to protect and promote the interests of counties here in the capital. I have had an opportunity to read through the proposals. Yesterday, as a Member of the Committee on Finance, Commerce and Budget, I had a chance to listen to the Cabinet Secretary for the National Treasury as he made this presentation to us at ... view
  • 23 Feb 2017 in Senate: A good reading of the PFM Act confirms to us that before a procuring entity or officer makes a purchase, it must be for a budgeted item. You wonder where delays in payment come up from. Mr. Temporary Speaker, Sir, with those many remarks, I beg to support. view

  • 22 Feb 2017 in Senate: Thank you, Mr. Speaker, Sir, for giving me this chance to also add my voice to this very important issue. I empathize with my colleague, Sen. Sijeny, who carries a very important vision that can save this country a lot of money when you put into context the repercussions if we do not pass this Bill, and come next Parliament, we do not observe the two thirds gender rule as it is so called. Unfortunately, the sympathy that she has drawn is from the wrong quarters because while we sympathize with her, some of us do not have the powers ... view
  • 16 Feb 2017 in Senate: Mr. Temporary Speaker, Sir, I also want to make my contribution as the rest of my colleagues about the issue that we were discussing earlier on. Unfortunately, the person whom my first and foremost comment would have been directed to has decided to take French leave. He did so the minute you gave me the microphone. Probably he knew what was coming his way. I wanted to address myself to Sen. Sang. In the community that I come from, and by extension you, one of the cardinal rules that we believe is that when you are going to war, the ... view
  • 16 Feb 2017 in Senate: Mr. Temporary Speaker, Sir, probably, my good neighbour, professor, did not get the thrust of my argument. Part of the reasons we finished early this afternoon is that while we had business that was to be transacted, we did not have the numbers. Numbers are drawn from both sides. I think he agrees with me. view
  • 16 Feb 2017 in Senate: Mr. Temporary Speaker, Sir, I was about to finish but I was interrupted by Sen. Sang and Sen. Mutula Kilonzo Jnr. view
