  • 14 May 2025 in Senate: In conclusion, that is very useful information and a handicap we suffer. I tried to locate the report on our tablets, but I could not find it. We now have to respond based on what we have heard the Chair say. I listened to him, and he referenced certain orders. If that is the case, as Sen. Omogeni put it, then I will hold back my comments on what perhaps needs to happen regarding the judiciary’s actions on this matter. Lastly, as Sen. Omogeni suggests, this situation is about to worsen, bear in mind that this House has already passed ... view

  • 14 May 2025 in Senate: As I have said, among all the absurd statements made, the most concerning is the Chair’s revelation that the Controller of Budget claims she cannot determine which function of the Assembly is benefiting from these funds because she receives Exchequer requests directly from the county government. These funds are not sent to anyone in the county assembly. The Controller of Budget remains a key player in this dispute. I am beginning to wonder, Sen. Onyonka, given that the Controller of Budget comes from this county, could she be complicit in the conflict? I am just wondering. Mr. Speaker, Sir, I ... view
  • 14 May 2025 in Senate: Mr. Temporary Speaker Sir, just for 10 seconds on the issue of procedure; yesterday at the Senate Business Committee (SBC), we passed an agreement that whenever we are handling this session and we are pressed for time, we give priority first to Members who initially drafted questions before the supplementary questions. I would like to request that, given the much time spent, kindly, bear with us. Even previously with the other Ministers, that is what the substantive Speaker did. Please, allow the two Members who had questions to ask, finish their questions, the Cabinet Secretary responds. If there is time ... view
  • 14 May 2025 in Senate: Madam Temporary Speaker, I beg for your indulgence because I still have an additional request to the Cabinet Secretary on this tobacco issue. It is something that he has alluded to. Can I make it as a request so that as he brings additional information to the House---? view
  • 14 May 2025 in Senate: Something is not right at the Tobacco Control Board. I wish that the Cabinet Secretary listens keenly to this request. Madam Temporary Speaker, I like the fact that the Cabinet Secretary has spoken on this issue of a multi-agency team. As representatives of the people, sometimes we come into contact with information that is useful for the Cabinet Secretary to know. I know for a fact that there is a certain dispute that exists between a tobacco importing company and the board. That is a company that went through all the legal procedures and paid the taxes. However, one afternoon, ... view
  • 13 May 2025 in Senate: Thank you, Mr. Speaker, Sir. On behalf of my colleagues and the Senate, I do welcome the students who have visited with us this afternoon. I hope they will get full value of their time and money that they have spent to visit the Senate. This is their home in the future. Therefore, they should take interest in the affairs of their country, with specific focus on counties, because that is a primary and the raison d'être of this House of the Senate. Mr. Speaker, Sir, I hope that as they travel back to Machakos County, they will give a ... view
  • 13 May 2025 in Senate: House, things boil from zero to a hundred in seconds. So, in the few minutes that they are still around, something might happen. Who knows? All the best to the young students. May they conquer the world. I thank you. view
  • 13 May 2025 in Senate: Thank you, Mr Speaker, Sir. Data protection is a very serious issue. I know this because many times when we pass legislation that allows Government to acquire data from citizens, we have always had a conversation as a House on the importance of ensuring that storage of this data guarantees the protection of privacy. A trend is emerging nowadays where personal data is being shared, including that of public officials, with no repercussions or recourse whatsoever from the Office of the Data Commissioner. Many people do not know that even a P.O Box address is private data. Even a mobile ... view
  • 13 May 2025 in Senate: with Sen. Catherine Mumma, I post her number online and tell people: “Do this or the other to her”. That is violation of data privacy. We do not see any recourse or guidance on such issues from the office of the Data Commissioner. Given that this matter that is being raised is specific, there are quite a number of violations that have happened in the last few days. Would I be in order if I request the Committee on ICT to guide us in ensuring that we have the data protection office perhaps make an appearance before that particular committee, ... view
