Madam Temporary Speaker, let me give an example of Clause 28 of the Bill. It speaks of an operator, which is a company that is carrying out the business of these extractives. minimize the employment of foreign personnel. These are what I call potential areas of conflict that we need not to legislate. I completely hold a different view on this particular issue because employment is a very sensitive issue and in a country that is defunct of employment opportunities such as Kenya, the minute you start legislating things such as this, then you are setting up investors and no investor will set foot in this country. Although it appears plain some of these things are patented. This is a competitive industry. However, I understand the challenges they are facing. We must put in concerted effort to ensure that we resolve this issue because what happens in this House is increasingly becoming embarrassing. Madam Temporary Speaker, with those main remarks, I support the Bill with amendments on deletion of Clause 28 and a more elaborate drafting of Clause 35 and the other general thoughts that I have shared about it. The electronic version of ...

Mr. Speaker, Sir, I was a bit worried and wondered if the procedures had changed. That is why I was up-in-arms, but I am glad that you have granted me this opportunity. Mr. Speaker, Sir, for the record, I know I have 30 minutes to reply. However, in accordance with the prior agreement of approaching this Motion in a bipartisan manner, I will use half of my time then, with your indulgence, donate the remainder of the time to the Senate Minority Leader.
