Last week when this matter was first being debated last Wednesday I challenged Dr. Khalwale to substantiate an allegation he had made, at which point you required him to substantiate by tabling an audit report that he had extensively quoted from.

Madam Temporary Deputy Speaker, hon. Members have spoken at length about the so-called Ponzi schemes or what Kenyans know as pyramid schemes. Americans know them better as Ponzi schemes. Madam Temporary Deputy Speaker, I am looking at the clock and I can see that we need to give time to the Mover to respond. Just two quick ones before I conclude. I want to call the attention of the Mover to the provisions of Clause 7, that is, on recognition of a payment system management body. Under Clause 7(3), there is a provision for revocation of a payment system. But my interest has been drawn to the provision under that subsection. Madam Temporary Deputy Speaker, my concern is that you may take action against impropriety in a particular system under the management of a particular management body and allow the body to continue operating other systems which may have challenges that have not come to the fore yet. I do not see anywhere in the Bill--- I may have missed that because I admit that I have brushed through the Bill at great pace. But I have not seen in the Bill how then you address that challenge where one system has been revoked, but the same body managing that system ...

Unless we are establishing a platform for personal vendetta and not transacting the business of this House, I want to invite the Chair to interrogate and determine under what circumstances the Deputy Prime Minister and Minister for Local Government is seeking to deliver this Statement.
