3 May 2011 in National Assembly:
Madam Temporary Deputy Speaker, the greatest challenge this country faces today is to make the transition from the Constitution to constitutionalism; a state of affairs where we not only mouth the letter of the Constitution, but we also live by the spirit of the Constitution. The greatest challenge that this Government seems to have failed to internalize and live by is the necessity to make that transition; that we have to live by the spirit of the Constitution. Article 35 of this Constitution says:- â(1) Every citizen has the right of access to- (a) Information held by the Stateâ. Article ...

The information about the Budget, there can be no information more important to the public than information affecting the utilization of resources given to the State by the citizen. This is a primary right that the citizen has. Further, I have heard Members of the Government here argue that Parliament cannot and should not engage in scrutinizing certain aspects of finances. The problem we have today is that we have a Government that engages in fear mongering. We have had a very outlandish statement here that if we make these changes, we will cause chaos in the military. That is classical fear mongering; the kind of fear that has been spread liberally, to prevent Members of this honourable House and the members of the public from exposing ...

27 Apr 2011 in National Assembly:
Mr. Deputy Speaker, Sir, I beg to give notice of the following Motion:- THAT, noting with big concern the sharp rise in inflation and the cost of living that is devastating the livelihoods of millions of Kenyans and posing a threat to national stability; realizing that this challenge indeed is broad and cuts across a multiplicity of sectors and, therefore, requires multiple remedial measures; appreciating the stated willingness of the Government to consider proposals for lasting solutions to this challenge; cognizance of the urgency to have a solution to these economic challenges; this House resolves to establish a select committee ...
