Mr. Speaker, Sir, I thank you. Definitely, I have an interest in this matter. While I want to appreciate the efforts that the Minister and her Ministry have made when it last flooded, the starting of the Western Kenya Community-Driven and Flood Mitigation Project has been a little delayed. I just want to urge her to expedite this process, so that we get a lasting solution as quickly as possible. I would also like her to give us definite time lines for some of the December 16, 2008 PARLIAMENTARY DEBATES 4113 activities that are earmarked in this project. Thank you.

asked the Minister of State for Provincial Administration and Internal Security:- (a) whether he could explain why, despite the carving of the new Bunyala District from the larger Busia District in 2007 and the posting of District Heads of Departments, the district headquarters or other physical facilities have not been constructed; and, (b) whether he could confirm that the headquarters will be at Bunyala and indicate when the Ministry plans to commence the construction.

Mr. Deputy Speaker, Sir, I commend the Assistant Minister for the answer and wish to tell him that the location of the district headquarters at Budalang'i had not been in contention. The concern is the speed at which the Government has facilitated construction of the district headquarters. The question that I would want the Assistant Minister to respond to is who is responsible for availing these quantified estimates for works and whether there is any timeline within which those quantified estimates should be made available.

asked the Minister for Energy:- (a) whether he was aware that on 21st April, 2008, a power line/pole collapsed and seriously damaged houses Nos.P23661 and P23662 in Ofafa Jericho Estate, in Nairobi, resulting in the deaths of Mr. Alex Muriithi Nthumbi (42) and his daughter, Ms. Nyawira Muriithi (16), and grievously injuring Mr. Rapuli Buluma, Mrs. Pascalia Buluma and their daughter Ms. Seruya Buluma; (b) whether he was further aware that following the serious damage to their houses, families have not received any compensation or support and, consequently, the family of Mr. Buluma was rendered homeless and now spends nights ...

Mr. Deputy Speaker, Sir, when a public utility company like the KPLC takes up the mandate to provide services of this nature, they also owe a duty of care to ensure that their facilities do not turn into a hazard to the people. I just want to commend the Ministry, because what I am hearing them say is that they have accepted responsibility for this accident. No further question!

Mr. Temporary Deputy Speaker, Sir, the people of Budalangi have lived on this land since time immemorial. They know, understand and appreciate the magnitude of the flooding problem better than anybody else. On observing the work the contractor was doing, the community immediately raised alarm. They noted that the contractor was merely scooping soil and heaping it along the dykes. They quickly wrote a letter to the Government, a copy of which I have here with me. The letter is dated 11th July, 2000. The complaint to the Government was that the contractor was breaching specifications of this tender document. ...
