  • 5 May 2016 in National Assembly: we expedite the passing of this Bill, please, find a solution to how the waters of regional water bodies like Lake Victoria can be utilised in a manner that is absolutely beneficial to the country and to our people. Allow me to use this opportunity to request the Committee, through the able Chairperson, Amina, to urgently look into the allegations that the water levels in Lake Victoria are rising sharply because there is interference with discharge of the water through the Nile. It is a matter that may bring in the Nile Basin Authority that is responsible for the management ... view
  • 5 May 2016 in National Assembly: On a point of order. Hon. Temporary Deputy Speaker. Is the Hon. Member for Mukurweini in order to escape from this House when we were making a very important vote? He basically disappeared and then reappeared behaving like an elder exorcising spirits on top of Mount Kenya. Is he in order? Or is he celebrating the collapse of the two-thirds gender Bill? view
  • 5 May 2016 in National Assembly: Hon. Temporary Deputy Chairlady, this amendment does no harm. What harm does it cause? May be the Chair could explain why he is opposed to it. It does absolutely no harm. view
  • 5 May 2016 in National Assembly: Hon. Temporary Deputy Speaker, Hon. Sonia should know that Members of this House are incapable of getting confused. They may divert their thought process, suspend or pend their thinking but, they are not capable of confusion of any kind or shade. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 5 May 2016 in National Assembly: So, Hon. Sonia only suspended her thinking and if the Member for Garissa Town is in the habit of confusing maybe that happens elsewhere, but not in the Chamber. view
  • 5 May 2016 in National Assembly: On a point of order, Hon. Temporary Deputy Chairlady. view
  • 5 May 2016 in National Assembly: Hon. Temporary Deputy Chairlady, I have no problem with the Hon. Member raising the issue of quorum, but as a matter of concern on the etiquette of this House, is he appropriately dressed for the Chamber. view
  • 28 Apr 2016 in National Assembly: Hon. Temporary Deputy Chairman, this is a good proposal. I am surprised that we are opposed to a mechanism that would start entrenching alternative dispute resolution as a culture in resolving disputes. This is the reign of access to information in line with the letter and spirit of the Constitution. It is a critical arena. To provide a mechanism that would prevent or offer an alternative to the adversarial contestation in a court of law is a good mechanism. I urge the Chairman of the Committee and his team to support this. It is progressive. view
  • 27 Apr 2016 in National Assembly: Hon. Deputy Speaker, the very first Article in our Constitution reads that all sovereign power belongs to the people of Kenya and shall be exercised only in accordance with the Constitution. All sovereign power belongs to the people of this country. view
  • 27 Apr 2016 in National Assembly: Article 95(1) and (2) of the Constitution says that the National Assembly represents the people of the constituencies and special interests. It adds that the National Assembly deliberates on and resolves issues of concern to the people, respectively. Hon. Deputy Speaker, when those two Articles are read together, Article 1 talks about the residual sovereignty of this nation as being the people of this country. That is an Article that is express and without equivocation. When read together with Article 95, it clearly says that we sit here to represent others and not ourselves. I do not sit here to ... view
