  • 16 Dec 2015 in National Assembly: This Bill comes at a very appropriate time in terms of identifying areas that would require international treaties or international attention in the manner in which we deal with them. Because of time, I just want to focus on the issue of wildlife, especially in view of the fact that The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 16 Dec 2015 in National Assembly: Kenya is on track in becoming a producer of oil and gas. That is an area that this Continent has suffered enough troubles as it were. It will be important that we engage in this exercise as country learning from the experiences of other countries like Angola and Nigeria, which have reaped lots of tears out of those natural resources. But even closer to where we are right now is our wildlife resource, which we know has brought great fame and recognition for this country. We know that a few years ago, the Maasai Mara was identified and classified as ... view
  • 16 Dec 2015 in National Assembly: This is a law that will help us focus more attention on how we manage our natural resources by bringing the international element. The world is now a global village. No country is an island and the more we discuss those matters from an international perspective the better. Anytime you ignore a matter from an international perspective, you can only make it worse. Indeed, it pains some of us to see what is happening in Burundi for instance, as it is swiftly becoming a victim of international abandonment. Let me use this opportunity to call upon this House and country ... view
  • 2 Dec 2015 in National Assembly: Hon. Temporary Deputy Speaker, I was surprised when you gave the Hon. Member for Kanduyi an opportunity to contribute. I thought I had made a request much earlier. There must have been a technical fault with the microphone, I was using in an attempt to catch your attention. But I had made a request to say a few things to this Sessional Paper. view
  • 2 Dec 2015 in National Assembly: Hon. Temporary Deputy Speaker, please allow me a couple of minutes, with your indulgence. view
  • 2 Dec 2015 in National Assembly: Yes, Hon. Temporary Deputy Speaker. I will do that. I support the Sessional Paper fully. I look forward to the next Paper. view
  • 21 Oct 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. First of all, let me congratulate my very eminent brother and learned friend, Hon. Agostinho Neto for initiating this very important piece of legislation. We have always said that the practice of medicine, just like the practice of law, is equated to priesthood. It is a calling. It is a service that goes beyond mere pursuit of a livelihood. At the very heart of the practice of medicine is records, information and paper trail, because this is then what enables the whole management of ailments and appropriate response to be achieved as should be. ... view
  • 21 Oct 2015 in National Assembly: only make the situation better, even as we move forward to seek better healthcare for our people. I support the Bill. view
  • 15 Oct 2015 in National Assembly: Hon. Temporary Deputy Speaker, in this Session, this House has acquitted itself very well as far as legislation is concerned, especially in improving, enhancing and raising the profile of our Judiciary. We have dealt with the Small Claims Court and the High Court. Now we are seized of the Court of Appeal (Organization and Administration) Bill, 2015 in fulfillment of our responsibility under Article 164 of the Constitution. Hon. Temporary Deputy Speaker, this is a very progressive Bill but a few issues come to mind. One, one would imagine in terms of neatness, we would have consolidated all these scattered ... view
  • 15 Oct 2015 in National Assembly: Hon. Temporary Deputy Speaker, when I look at this Bill, two things come into my mind. One, I applaud the whole Part II of the Bill which is reorganising and improving the organisational and administrative structure of the Court of Appeal which is a key link in the whole judicial chain. I do not see any sense in the very rigid specific requirement in Article 14 together with Article 20 that seems to be saying that the seat of the headquarters or the centre of this court can only be in Nairobi. It would have been sufficient for Article 14 ... view
