This is truly a historic moment for this House. It is historic in the sense that never before, in the history of the Kenyan Parliament, has the Public Accounts Committee tabled before the House three reports of accounts of three consecutive years at the same time for consideration by the House. The reason for this extraordinary measure taken by the PAC is that when this Committee took office in May 2013, we inherited a five-year backlog. As legislators who observe very strict fidelity to the Constitution of this Republic, we know that the backlog of accounts was in direct violation of the Constitution, which requires accounts to be considered by the Auditor-General. It requires the Auditor-General to report here and this House to consider the reports of the PAC within nine months. Joseph Manje, who has been in and out of hospital for the last three or so weeks after he was injured in a scuffle, protecting and defending his constituents in an activity that led to a police attack, leading to his injury after inhaling a lot of teargas.
