  • 17 May 2017 in National Assembly: in the production of aircraft. So, you must also be patriotic and give real meaning to the mantra of buying Kenya and being proud of what it is. So, I want to applaud this fine son of Ugenya who I want to wish resounding success on 8th of August because this Parliament and this country definitely need this kind of innovative mind. So, Hon. David Ochieng, may this Bill be among the many things that will give you the licence back to the 12th Parliament. I support this Bill. view
  • 16 May 2017 in National Assembly: I thank you, Hon. Temporary Deputy Speaker. I am very supportive of the President‟s Award Programme. I had the privilege to serve at one time as the Minister responsible for youth affairs in this country. I had a very live experience of managing this programme on behalf of the Government under the patronage of His Excellency the President. So, I witnessed up-close the benefits of this programme. It presents to young people an opportunity to be part of a framework that is forward looking, progressive, and committed to nurturing the spirit of national cohesion. When young people join this programme, ... view

  • 16 May 2017 in National Assembly: behaviour. If that youth empowerment programme is anything to go by, it can only be beneficial to this country if the President‟s Award Programme is expanded and opportunity presented to young people across the board so that they contribute to forging a strong nation. This programme is particularly significant viewed in the context of realities of this country where the negative aspects of ethnicity remain a big threat to our nationhood and the stability of our nation. This is one of those initiatives where our young people can come together and develop a national outlook that can bring down ethnicity, ... view

  • 5 Apr 2017 in National Assembly: There is no need for perception when the man himself is in the House. I just want to declare support for these Regulations because their purpose is to smoothen the whole arena of democracy and deepen the culture of democracy which many of us believe in very strongly. We hope that we can hasten these Regulations because this is part of enabling the IEBC to settle down and make sure that the nuts, bolts and Ts are crossed and everybody is ready for elections. view
  • 5 Apr 2017 in National Assembly: My contribution is that we hasten and conclude this debate so that the Commission can get down to business of preparing for elections. I dare to add my voice to this whole question of party primaries. This is because we have got to be men and women who say what they mean and mean what they say. If you say you believe in democracy, then practise it. Do not say you believe in democracy for the ears of those listening but, in the real sense, your commitment to the spirit of democracy is doubtful. Party primaries normally provide a very ... view
  • 5 Apr 2017 in National Assembly: Constitution. You cannot say that you respect the rule of law when you subvert the Constitution and undermine institutions that are created under the Constitution. Mr. Chebukati and the IEBC, wherever you are, the Labour Party of Kenya (LPK) is declaring on the Floor of the National Assembly that we have faith in you. Go ahead and execute the mandate of your Office without fear or intimidation. Let no player in this game intimidate you. We are all players and every player must respect the referee. Stop intimidating the referee. Prepare and train to be fit for the game; enter ... view
  • 4 Apr 2017 in National Assembly: Thank you, Hon. Speaker. I intended to speak to the main Motion. I have an issue with this amendment because I believe these regulations have been processed and considered at length by the author, who is the agency responsible for the management of the elections. I believe they have similarly gone through due consideration by the Committee that oversees the Commission in respect of generation of this kind of regulations. As an attorney, I know there is a world of difference between “shall” and “may”. I would definitely want to know why the Member for Tongaren has issues with the ... view
