Those of us who sit on the left hand side of the Speaker believe very strongly - and I wish to reiterate this - that the whole approach of fighting terror; the whole approach to improve security in this country as is being waged by the Government is being done on the wrong premise. We believe that to fight terror effectively, you have to invest in intelligence.
