  • 31 Oct 2013 in National Assembly: Hon. Speaker, the Chair of this Committee knows that it is very difficult to go against her wish. I would have desired a shorter period of time because this is a crisis. I can confirm to this hon. House that I am a witness to the situation at Maseno University. Given the very difficult situation that this university is in at the moment I would have preferred a shorter period. I would plead with the Chair to expedite and bring the statement next week; with your indulgence, of course. view
  • 31 Oct 2013 in National Assembly: Hon. Speaker, Sir, a maximum or minimum of two weeks is a smart way of using two weeks. I just wanted to say that these matters did not happen on Pluto or Mars. They happened right here and this information should be at the fingertips of the Ministry honchos and they should easily provide this information to the Member. So, I will take a maximum of two weeks, but the sooner the better. I will hold my very good, hon. Sabina, to that. view
  • 24 Oct 2013 in National Assembly: Hon. Speaker, I do not wish to belabor the point that both Messrs. Mbadi and A.B. Duale have stated. I would wish not to associate myself with the same. In doing so, I have actually been struggling. I got this report about an hour ago and I have been struggling to go through it in preparation for the debate. In having a flip through it, I must congratulate hon. Keynan for the very good work they have done in putting this report together. This report is so critical. Those of us who have been aware of this matter have really ... view
  • 9 Oct 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, I thank you for this opportunity. Hon. Members, it is not in doubt that accidents on our roads have reached levels that honestly qualify them to be called a national crisis and shame. The number of people we are losing on our roads, the man hours wasted that could go into--- view
  • 9 Oct 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, I am building a case because I wanted to place before the House a very humble proposal. view
  • 9 Oct 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, it is equally not in doubt that the Traffic Department has badly failed this country. Indeed, it has become part of the problem rather than being part of the solution. It is equally not in doubt that this is a House of rules. In fact, if you remove rules of procedure, practice and custom then this House becomes nothing better than a market place, where anybody can do anything in any manner anytime anywhere. view
  • 9 Oct 2013 in National Assembly: It is rules that elevated this House to what it is called universally; the august House. As hon. Members, we must always demonstrate utmost fidelity to the rules of this The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 9 Oct 2013 in National Assembly: House. These rules clearly define how we ought to conduct our business, especially in the new dispensation which is quite different from the dispensation some of us served under in the Tenth Parliament. view
  • 9 Oct 2013 in National Assembly: Committees of this House have taken an eminent place. In fact, all manner of business of this House is now transacted through Committees. Therefore, this House must be very careful when determining the instances when we can properly say that it is worth forming an ad hoc committee. One thing we should be grappling with--- view
  • 9 Oct 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, what I am driving at in a very circumlocutory manner is the proposal that we can find a middle ground for this Motion. I wanted to propose the following middle ground. It is very clear listening to hon. Members that we see a challenge here that requires the intervention of this House in a focused manner. My proposal, therefore, is that, under Standing Order 96, we could adjourn debate on this particular Motion with only one objective – to allow the Mover of it and the team that is behind it to relook at its ... view
