Recommends that the Government establishes a mechanism to ease the process of acquisition of national IDs; ii. causes investigation of allegations of malpractice by the registration officers; and iii. makes any other order and/or direction that it deems fit in the circumstances. It is the same elders we use to solve disputes among us. When a politician has a problem, those are the people he runs to. We must appreciate their services. We must help these elders to be part of the system. The system of conflict resolution must be recognised. Even in the courts, when you go to various villages and counties, there are local courts. The Senate should have taken the earliest time to mould the county assemblies because this is a new function and most of our Members are not well informed. They are new and most of them are not well educated. The Senate should have taken the earliest chance to have some of their sessions in some of the counties. Because half of the county assemblies have nominated members - almost 50 per cent - and most of them ( inaudible ) school, most of the time, they are easily influenced by the county executive where they have even been threatened to be recalled back by their respective parties if they fail to support any executive request in Bills and Motions. view

Four years down the line most of them have not passed a Bill. One of the things that this Bill does is give immunity to MCAs so that they exercise their legislative responsibilities and oversight.   • 20 Jul 2016 in National Assembly: There have been chaotic debates and fights in the county assemblies. They evolved from the previous county councils. It is high time the county assemblies grew from the chaotic kind of debates and come to maturity stage. They should forget the teething problems because they have been there for the last four years. They still need to be guided and be moulded for the county assemblies to be functional and deliver on their responsibilities.
