Mr. Deputy Speaker, Sir, many of our riders as has been said earlier, are not trained. Some of them have become a menace on the road. You will see them crossing the highways. As a result, they are knocked down or they cause accidents. They also become a nuisance to other people, especially to the vehicle drivers on the roads. They knock you down from the rear side and maybe when they are knocked or they hit you, they come to intimidate the other drivers. Most times, they are associated with criminals. Sometimes somebody borrows a motorcycle the next day you hear that person is either killed or robbed. Despite the many advantages, there are many more disadvantages because of the behaviours of the riders. One other thing is that we need some kind of testing. There have been riding tests. The rider should undergo some testing and their business should be regulated. Also, this testing could be done on an annual basis to know who is a genuine rider and who is not. Thank you, Madam Temporary Speaker, and I stand to support the Report. From the onset of devolution, there were good intentions from both the national Government and county governments. However, a lot of money has been spent that was allocated to these five counties, but eight years down the line, those structures are not complete, and yet, a lot of money has been spent. summoned the incumbent Governor, we learnt that there were almost 400 stalled projects. This was a deliberate move. Madam Temporary Speaker, one other thing is that the one for Tharaka-Nithi has an audit issue. The Ethics and Anti-Corruption Commission (EACC) has stopped the project because during the initial planning, the contractor over-estimated the project and when they started, the EACC stopped its construction. However, when we inquired from the EACC, they denied it and the County Government denied it as well.
