I know it is not all the governors that behave that way. Some of them are law- abiding. However, what is happening in Isiolo County is very unfortunate. Most of the JSS schools are not fully functional. My question is, as rightly asked by Sen. Ogolla, in most instances, schools have one trained teacher. The rest are PTA teachers. Oketch Gicheru for bringing up this issue because this is a weighty matter that needs the attention of everybody in this country. Lately, Kenyans are experiencing a wave of murders, abductions and arbitrary arrests. Who is doing this kind of business? Is it the Government or the security agents? Kenyans have been kind.
