Thank you, Mr. Speaker, Sir for the opportunity. I also want to join my colleagues in supporting the Statement from Sen. Cherarkey. This matter is very weighty and, in most instances, and in most counties, the human resources management is very poor. It is at the discretion of governors and the budget is just too high; over 50 per cent, especially in my county, that most of the employees who are under the manual payroll cannot be accounted for. There are many unaccounted-for employees in the manual payroll and that contributes a lot to budget overshot.

One other thing I found is that the County Public Service Board (CPSB) is not an independent institution, as it is supposed to be. Most of the boards are micromanaged and given instructions for employment, who to employ and who not to employ. I think this is a matter that we need to look into; the Constitution and the law that is available to the county public services, so that at least they can be given full independence and they can function independently and be free from the governor's influence. Thank you, Madam Temporary Speaker. I would also like to join my colleagues in congratulating hon. Miano on her appointment. Mine is a concern on the human-wildlife conflict. Madam Cabinet Secretary, as you are aware, the conflict is rampant now as a result of the grazing lands shrinking. We are creating more conservancies in the rangelands where the communities are supposed to graze the animals. Therefore, I am asking your Ministry what the plan is because there is competition for the limited resources. The committee is currently considering a legislative proposal on amending the County Governments Act, 2012, to provide definite roles of the Office of the Deputy Governor to clarify and streamline the responsibilities of the said office.
