From the onset of devolution, there were good intentions from both the national Government and county governments. However, a lot of money has been spent that was allocated to these five counties, but eight years down the line, those structures are not complete, and yet, a lot of money has been spent.   • 18 Jul 2024 in Senate: summoned the incumbent Governor, we learnt that there were almost 400 stalled projects. This was a deliberate move. Madam Temporary Speaker, one other thing is that the one for Tharaka-Nithi has an audit issue. The Ethics and Anti-Corruption Commission (EACC) has stopped the project because during the initial planning, the contractor over-estimated the project and when they started, the EACC stopped its construction. However, when we inquired from the EACC, they denied it and the County Government denied it as well. In the Ministry of Water, Sanitation and Irrigation, we have three or four authorities and water agencies doing the same functions. The counties, the agencies and the authorities are all dealing with water. Where are we going? This is the same taxpayer's money. We also have many dysfunctional regional bodies and authorities. The little money that we can put in a better place so that we can have a better output is divided, to be stolen and for paying wage bills which is unbelievably high.   • 11 Jun 2024 in Senate: Thank you, Mr. Speaker, Sir. I support the County Allocation of Revenue Bill. First, I commend the mediation team for the good work they have done. I believe the counties have now received an additional fund of 6.4 per cent. There is also an increase in terms of the level of segregation, industrial parks and Community Health Promoters (CHPs). Many factors have been taken care of in this budget. However, we have so many devolved functions and money has not been released.
