(c). by inserting the words “and the Council of County Governors.” immediately after the words “Boundaries Commission” in the re-numbered sub-clause (2). Rationale is that this is an important amendment to include Council of Governors (CoG) as body to be consulted by Cabinet Secretary in coming up with the regulations. Counter boundaries are within counties which are manned by the CoG. As such, it will be important to have the council consulted in coming up with regulations as they are integral stakeholders. I ask members to support the amendment.

Thank you, Mr. Deputy Speaker, Sir. I want to ask the Cabinet Secretary a question. As she has rightly said, the function of the library is devolved, but it has not been followed to satisfaction. As the Chair of Committee on Devolution and Intergovernmental Relations, the employees have been experiencing salary problems. It is only in this financial year that the funds were released, but they were partly released.
