Thank you, Mr. Temporary Speaker, Sir. In the interest of time, I will be short. I want to join my colleagues in supporting the Bill. Unfortunately, this Bill is coming when you have only two months to use the money, and so much needs to be done. Therefore, next time, money should be paid according to priorities, work pending, and work done. Instead of allocating funds to a county to start a new building, it is better to finish existing buildings, so the county can finish the stalled projects. One thing I found is that there is a county with 146 stalled projects. Some of the stalled projects require only Kshs500,000 to be completed. So, you get surprised. Mr. Speaker, Sir, I rise pursuant to Standing Order No. 53(1) to seek a Statement from the Standing Committee of Health regarding the outbreak of Kala-azar in Wajir County. Kala-azar is a severe and potentially vital disease that is transmitted by sandflies. It thrives in conditions of poor housing, malnutrition and weakened immune systems. Several cases have been reported in Wajir County, including death. We are soliciting for urgent medical, logistical and financial interventions to prevent further fatalities and contain its spread. It is very unfortunate that public land is disappearing in this country. The rate at which public land is disappearing is so worrying. When people see idle land, they develop a lot a desire to grab it. actually not based on a need base, but rather at the will of the Governor and his team. That is how the budget making is taking place in these counties There are so many unfinished or stalled projects from since 2013. It is not a priority anymore for the governors. So much money has been spent. Some of the projects are even their offices and assembly offices, yet that is not prioritized. As you are aware, 70 percent of these countries are in the Arid and Semi-Arid areas and mainly, those areas depend on boreholes. There is no running water or rivers. There are only some seasonal rivers that are only used for three months.
