Members pointed out when we were debating the Bill. They did not appreciate that this Clause was dealing with persons in position of authority and hence they would be abused since there was no protection for the accused. That was in appreciation of cultural diversity. I, however, feel that eventually, we will have to take care of that because indecent exposure will be a bigger problem. view
