  • 11 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, as Mr. Rotino said, this Ministry started acting only after the Question had been raised in the House. Could the Assistant Minister confirm who the contractor for Eastleigh Second Avenue Project is? Mr. Temporary Deputy Speaker, Sir, when the Assistant Minister was first appointed to that office, he went to Eastleigh and promised to take action against the contractor for delaying the works on that road. Why has he not done so? July 11, 2007 PARLIAMENTARY DEBATES 1941 view
  • 13 Jun 2006 in National Assembly: Thank you, Mr. Speaker, Sir. I am extremely disappointed by the statement by the Minister of State for Immigration and Registration of Persons. I come from a community, whose members are required to produce the birth certificates of their grandmothers and grandfathers for them to be issued with passports. For the Minister to have the audacity to say that Somalis steal passports is in line with the culture of this Government and the previous Government. Marginalised people will continue to be harassed when the Government is in trouble. The first thing that the Minister should have done when he stood ... view
  • 13 Jun 2006 in National Assembly: Mr. Speaker, Sir, the other thing is that the people who were deported could be Kenyans because they have identity cards showing that they are Deputy Commissioners of Police. The last time I checked, the Police Department was only open to Kenyan citizens. So, the Ministry could have deported the wrong people. Finally, I have an issue with this Government because when problems arise, he big shots are left free and it is the "small persons" who are dealt with. Why would you suspend the Deputy Director of the Criminal Investigations Department (CID) when the Director of the CID is ... view
  • 31 May 2006 in National Assembly: asked the Minister for Justice and Constitutional Affairs:- (a) whether she is aware that some police officers and civil servants manning polling stations do not vote during general elections; and, (b) if the answer to "a" above is in the affirmative, what plans the Government has to ensure that the officers exercise their right to vote. view
  • 31 May 2006 in National Assembly: Mr. Deputy Speaker, Sir, as much as I agree with the Minister's answer, I wish to differ with her response to part "b" of the Question. There are some police officers who man polling stations located between 30 and 40 kilometres away from the polling stations where they are registered as voters. How do they get time to travel back to those polling stations to vote? view
  • 31 May 2006 in National Assembly: Mr. Deputy Speaker, Sir, is it possible for the Government to consider handing over security issues to private firms during elections instead of denying public officers and civil servants the right to vote? view
  • 31 May 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I wish to second that proposed amendment which was proposed by the relevant Departmental Committee to delete any matter that is already covered in certain legislations and hence this proposal. view
  • 31 May 2006 in National Assembly: Thank you, Mr. Temporary Deputy Chairman, Sir. I would like to second that proposed amendment. We thought that a complainant who is unable or inhibited could be assisted, but a person who is unwilling would then make her not to have a complaint. So, I beg to second that amendment. view
  • 31 May 2006 in National Assembly: On a point of order, Mr. Temporary Deputy Chairman, Sir. view
  • 31 May 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I wish to support the proposed amendments to Clause 2(c). The amendments are in appreciation of issues raised by the hon. Member that, that clause was not gender neutral. By deleting paragraph 2(c)iii we are doing so, in appreciation of cultural diversity in our country. On the issue of lawyers and expertise, my colleague has widely explained this. view
