The immediate things we or the Government need to do are intervention programmes: water trucking in some parts of those counties, distribution of foodstuffs and expand the issue of Hunger Safety Net Programme (HSNP) in our country so that they can bring in families which cannot afford their daily lives and give them the Kshs2,000 every month so that they can assist themselves. The final issue I really wanted to raise is the issue of destocking programmes for livestock in our country. The issue is that we must increase our water harvesting capacity as a country for us to prepare for drought. As a country, we must deal with drought before it turns to disaster. If we do not manage and mitigate it, it will be disastrous in our country. It will finish us. With those remarks, I support. Thank you.

Thank you, Hon. Temporary Deputy Speaker. I want to support this Bill. It is the only Bill that will deal with cartels and corruption in this country. The main objectives of the Bill seek to enhance the powers of the FRC. It also seeks the independence of the institutions by removing recruitment of staff from the State Corporations Act. The FRC will now recruit its staff directly. The Bill will have serious implications on financial and non-financial institutions such as casinos, real estate agencies, dealers of precious stones and metals, Non-Governmental Organisations (NGOs), accountants and lawyers. Hon. Temporary Deputy Chairlady, I support the amendment. In Sub clause 3(i), which the Chairman has proposed, it says that the Cabinet Secretary shall issue a public notice of intention to survey, demarcate and register community land. “Survey” and “demarcation” are devolved functions. They are functions of the county governments and not the CS. Therefore, I urge the Chairman to either include consultation with the county government or put the county government. Survey and demarcation functions belong to county government.

Thank you, Hon. Temporary Deputy Speaker, for giving me this chance. I rise to support the Senate amendments, specifically to three clauses. In Clause 7, the Senate has removed powers from the CS and shared them between the Mineral Rights Board and the CS. The deletion of that amendment will ensure that the CS consults the Mineral Rights Board (MRB). In those consultations, the authority to decide should be given to either the MRB or the CS. The third one is Clause 33. They have removed the review in the process. We put this clause in the Mining Bill to avoid people running to court immediately after the decisions of the CS have been made. So, you make this provision so that, at least, there is a review.
