Some of us raised this issue in the Committee but later we came to realize that, if this Bill goes to the Senate, the time will lapse.   • 7 Oct 2015 in National Assembly: Private Members’ Bills in this House. If a Member invested in this Bill for two years to bring it to this level, we need to support him as a colleague. The Standing Orders are very clear. We can bring an amendment immediately after we pass this Bill after it has been assented to. It can then go to the Senate and stay for another six months. There will be no problem as long as the Authority is created. Without the Authority, the youth will be waiting for opportunities in this country. view
  • 2 Jul 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I support this amendment. This will make sure that there is a difference between national and county government functions. Under the Fourth Schedule, water is basically devolved. These amendments will make sure that the Water Works Board will only do functions of the national Government and not functions of county governments. They will handle inter-counties functions only and not functions within counties. Thank you. view

This will make sure there is accountability at the two levels of Government; the county and national governments. Once the County Executive Member chairs this committee at the county level, there will be proper accountability of resources and procurement procedures. Thank you. view

  • 23 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Chairman. I support the position of the Chairperson of the Committee. One, NEMA has a national function. It does not have a county function. Two, what the Senate has done is to remove the Attorney-General and put the Council of Governors. The Attorney-General was to provide legal advisory to the Board. The CoG cannot perform that function in that Board. Three, the CoG is just a caucus and they are institutionalising it through this amendment. His worries will be taken care of by the Environmental Impact Assessment (EIA), which will be done by the company before the licence is given. Therefore, I strongly oppose the amendment. view
