The Act was later amended to commence on 19th May, 2011. Section 7 of that Act states that:- “The Vetting Board shall consist of nine members comprising of a chairperson, a deputy chairperson and seven other members of whom:- (a) Six shall be citizens of Kenya appointed in accordance with Section 9(1) to 12 and of whom three of those six should be lawyers; and, (b) Three shall be non-citizens of Kenya appointed in accordance with Section 9(3).
