We have passed a good law but, let me just say that with regard to the area that I had contributed to earlier, let Kenyans take note that what we have done with regard to the excise on cigarette is the example of allowing poor quality cheap liquor, which is killing very many Kenyans now, to be sold in our markets. Unfortunately, because of the law that we have passed today, anybody and everybody can roll everything.   • 27 Aug 2015 in National Assembly: miss its revenue, but the lives of Kenyans are being put on the line by the amendments that the Committee has put in place. Let us take note of that fact. I do not know whether Members were cognizant of that fact. I tried my best to explain this but, unfortunately, we have allowed Kenyans to have access to poor quality cigarettes and that is what this Bill has passed. In the earliest opportunity, I will move to amend this Bill when time comes in order to save the lives of Kenyans. I thank you. view

I do not know whether Members were cognizant of that fact. I tried my best to explain this but, unfortunately, we have allowed Kenyans to have access to poor quality cigarettes and that is what this Bill has passed. I stand to support this particular Bill and I must say that it is commendable of this House that we are handling this Bill because it is one of the constitutional Bills required for this House to pass within certain timelines. I am just taking costing as an example but you can put any other query and if it is proved that you were given any other information which is false according to this Act, action will be taken. Very importantly, Clause 9 of this Bill imposes duty on public officers to be accountable for his or her own administrative action. So the issue of saying that ... view
