  • 11 Feb 2016 in Senate: Mr. Deputy Speaker, Sir, let me inform my brother on the other side that there is never a vacuum on this side. If I walk out, you will find my leader here. I stand to second this Motion and agree with the Senate Majority Leader that for purposes of consistency, it is important to retain membership of such Committees. On Tuesday, we passed the names of the Members of the Rules and Business Committee. It is important for people to carry forward and complete that unfinished The electronic version of the Senate Hansard Report is for information purposes view
  • 9 Feb 2016 in Senate: Thank you, Mr. Speaker, Sir. I also support this Motion. At the start of this Session, I agree with it for the simple reason that a number of these Members, if not all, have had expertise over time. I have looked at the performance and I wonder why I should not be there myself. For the fourth year running, my counterpart on the other side has been a Member and I have never complained a single day. As long as we are colleagues who are delivering, then we should appreciate and allow others to proceed. Mr. Speaker, Sir, the leadership ... view
  • 16 Dec 2015 in Senate: Mr. Speaker, Sir, I want to add my voice on the feelings of the Senate Minority Leader about the convening of this House this afternoon. Instead of colleagues on the other side constantly referring to an individual, it would be wise for them to honestly address the issue under discussion. We know that the business before this House this afternoon is very important for all of us. It is of great interest to all counties and the nation. But as much as we agree that the House may be properly constituted and you have gazetted it, as a result of ... view
  • 2 Dec 2015 in Senate: Mr. Temporary Speaker, Sir, I would also like to appreciate Sen.Wako’s comments on the Busia County case. I would like to point out that this is not only a problem in Busia County, but a national problem. Many counties are facing a similar problem. They have either solved them temporarily or not at all. I will appreciate if the Committee on Health can do a nationwide visit to counties to establish the status of health worker, especially the nurses. view
  • 2 Dec 2015 in Senate: Thank you, Mr. Temporary Speaker, Sir. I want to ask a specific question. The late Alex Madaga, lost his life several months ago. Listening to the Chairperson of the Committee she says a charge sheet was being prepared against the two hospitals which were found culpable. When does the 21 days commence and when does she expect them to end? view
  • 24 Nov 2015 in Senate: Mr. Speaker, Sir, listening to Sen. (Prof.) Lesan, it is possible to raise the issue of quorum, but when it comes to issues of voting, our Standing Orders are very explicit. It states that at the request of a Mover, the Motion can be deferred. The Speaker has the discretion to defer because if we are not careful, we could lose important Bills in the process. It is in the interest of the House that this matter is deferred. It is good to accept things the way they are, with all the guidance. view
  • 12 Nov 2015 in Senate: Madam Temporary Speaker, it is every explicit that either the Senate Majority Leader or Senate Minority Leader will make a statement regarding the business of the following week. It is very clear in the minds of everyone that the Senate Majority Whip should be conversant with the procedures and must have been alerted by now on what should have happened. She is evading. Is she in order no tell us exactly where the Senate Majority Leader is and why business cannot be transacted regarding this particular Motion? view
  • 5 Nov 2015 in Senate: Mr. Deputy Speaker, Sir, I join my colleagues in saying that Vihiga County Assembly is making good use of this House because this is where people, county governments or county assemblies should seek advice and support when need arises. With regard to the merits and demerits of the Petition, we leave that to the Committee that will deal with it. However, I just want to make one statement. What we are seeing from the ground today is an indicator to the fact that a number of county assemblies and even county governments may not have understood certain responsibilities which they ... view
  • 5 Nov 2015 in Senate: On a point of order, Mr. Deputy Speaker, Sir. You have heard my brother, Sen. Mutula Kilonzo Jnr., saying that the Statement has taken six months to get from the relevant line Ministry. The practice of this House is that it ordinarily takes just two weeks. It is not very frequent but we have had respective colleagues complaining of lack of good responses or none at times from Cabinet Secretaries (CSs) and we have resorted to inviting the Cabinet Secretaries (CSs) to a larger meeting finally, to probe and get these out of them. Maybe, it would require your direction. ... view
