  • 25 May 2017 in Senate: Mr. Speaker, Sir, I stand here to support the Motion regarding the election of members to the East African Legislative Assembly (EALA) very eloquently expressed by my brother the Senate Majority Leader, Sen.(Prof.) Kindiki, on the other side. The recommendations on the other side are fairly explicit from the joint committee. As he has rightly put it, we know that this is a political process; that if we as much as possible try to avoid bringing in issues that may negate the process or progress further, we may not really meet the deadline that is fairly clear as well. EALA ... view
  • 30 Mar 2017 in Senate: Mr. Temporary Speaker, Sir, this matter on Laikipia is now reaching emergency levels. Actually, it is a crisis. Yesterday I am sure you followed and everyone was following what happened in terms of demolishing or trying to burn lodges. Pastoralists are getting affected, and the towns are getting affected. This is not a matter that can await two weeks. In fact, it should be answered at the earliest opportunity available because, according to me and a majority of the people, we cannot allow this. It is going to move into bigger problems if we do not have this report. The ... view
  • 15 Feb 2017 in Senate: Mr. Deputy Speaker, Sir, while I agree that this may be similar to the Vihiga County Assembly Petition, there were similar ones from a number of counties that were concluded by the Committee and sent to state agencies. It is important for us to know why this has not been acted upon. The answer more or less lies with our Committee. Let them tell us what the position is. view
  • 15 Feb 2017 in Senate: Mr. Deputy Speaker, Sir, I am aware of a similar case from Mandera County of the then Ministry of Agriculture and Livestock Development whose issue has not been resolved to date. It is important that the PSC takes into consideration matters that relate to staff development. An employee trying to pursue further studies is an important thing. They become an asset in terms of career development and providing better services. It is important for this case to be considered. I suppose it will be referred to the Committee on Labour and Social Welfare. It is important that we give it ... view

  • 15 Feb 2017 in Senate: Mr. Deputy Speaker, Sir, this particular Bill relates to the counties where we have a huge number of workers whose plight has not yet been considered and we know that we are coming to the end of our term. I am a Member of the Committee on Labour and Social Welfare. A lot of time and energy has been spent developing this Bill and it is important to prioritize it. I am told that this time round, as we move to the next one or two months, priority is being given by the HBC to Bills that touch on counties. ... view
  • 14 Feb 2017 in Senate: Mr. Deputy Speaker, Sir, I join my colleagues in condoling with the bereaved family at this difficult time. I was in Wajir when I learned about the death of our colleague, the late Boy Juma Boy. I particularly want to thank the team led by you who attended the burial. I was not lucky enough to join you because of the distance between Wajir and Kwale. I have learnt, just like a number of my colleagues although I had heard about him before I came to Parliament, that the late Juma Boy was a great man. He was a man ... view
  • 28 Dec 2016 in Senate: Mr. Speaker Sir, I start by thanking you in person. It depends on who steers the process; you have steered the process very well this afternoon. I thank my colleagues for the manner in which we have collectively handled the matter before us. The senate has been the voice of reason in this country all through. Whenever there are issues of contention, they have been able to solve it amicably. Elections are emotive in nature; emotive in the sense that there are quite a number of interests involved. It is important for the leadership of this country at any level ... view
  • 9 Nov 2016 in Senate: Mr. Temporary Speaker, Sir, we have listened to the Chairman of the Committee running through a long Statement on drought mitigation interventions. It is unfortunate that in this country, an ordinary herder will not understand when rainy seasons begin. Our problem as a nation is clearly indicated in the Statement that talks about the policy and institutional issues. The only Statement we hear here is the Draft Disaster Risk Management Policy and Bill is currently with the Ministry of Interior and Coordination of National Government. It has been there for many years. This is the wrong time to run around ... view
  • 9 Nov 2016 in Senate: On a point of order, Mr. Temporary Speaker, Sir. I join my colleagues in demanding for a better response. Allow me to give just one example. He spoke about the establishment of the NDMA. It is an empty shell. They distributed Kshs146 million from the European Union (EU) to 10 counties. This was not from the Kenyan Government. What we need is a very specific response in terms of interventions in water and health. These are very generalized responses. view
