  • 1 Oct 2015 in Senate: On a point of order, Mr. Speaker, Sir. Let me start by saying that English is not the preserve for only those who studied law, but it is understood by many other gentlemen and ladies. However, I just want to say that in respect to Standing Order No.25(1) -- view
  • 17 Sep 2015 in Senate: Mr. Temporary Speaker, Sir, I want to, first of all, thank the Chairman of the Committee on Education for the quick response he has given. I only sought this Statement on Tuesday and as directed by the Speaker, he was ready on Wednesday and had you been given a chance yesterday, you would have given the Statement. The Statement, though seeming detailed has very little solutions to the ongoing strike. In particular, I want to say that the Ministry is very insincere on this matter. The salary rise for teachers has been agitated for since 1997. Looking at the second ... view
  • 17 Sep 2015 in Senate: On a point of order, Mr. Temporary Speaker, Sir. The Hon. Chairman is trying to water down a serious matter that is under discussion this afternoon. We are talking about the nation and not Kirinyaga County. We are not just talking about students who have come to visit and learn something about Parliament. Is the Member in order to underestimate the crisis we have in this country by saying that there is partial teaching in certain specific areas, including Kirinyaga? We want him to address issues as they are since the statement itself is hollow. He should not waste a ... view
  • 16 Sep 2015 in Senate: Mr. Speaker, Sir, for the one that is related to you, my colleagues have very well spoken to it. I will only join in condemning the Governor of “Masaku” for the very bad behaviour. It is important we demand for a public apology. Mr. Speaker, Sir, I will straightaway talk on the matter which was presented by Sen. (Prof.) Lonyangapuo. It is timely because the former councillors did a wonderful job for this country. Those who are surviving are still doing very good jobs in our counties, including issues that relate to peace. Therefore, it is important to take care ... view
  • 15 Sep 2015 in Senate: On a point of order, Mr. Temporary Speaker, Sir. I thank the Chair of the Committee for the response. Unfortunately, we come from the same disadvantaged region. The issue of National Identity Cards (IDs) is a national concern. The two things that you get to hear constantly as feedback from the headquarters is that particular applicants go through some vetting process when the ID is being processed. The earliest they can get their IDs is from six to nine months. I want the Chairman to tell us whether the importance of this Statement was decentralization of issuance of IDs. If ... view
  • 15 Sep 2015 in Senate: Mr. Temporary Speaker, Sir, I rise pursuant to Standing Order No.45 (2) (b) to seek a Statement from the Chairperson of the Standing Committee on Education regarding the ongoing teacher’s strike. In the Statement, the Chairperson should explain the circumstances that have led to the strike. He should also explain what the Government is doing to address the demands of teachers to remedy the situation. He should also inform the House when learning will resume in schools. view
  • 28 Jul 2015 in Senate: Mr. Speaker, Sir, it is along the same line. It is true that some level of consultation was carried out at the Boma Red Court Hotel the other day. That was not sufficient enough to generate or to put together the very deep thoughts which a number of stakeholders have had on this matter. At one point, this Bill was withdrawn although it has resumed again. We have no problem voting on it today. We shall do so gladly as a team but the truth of the matter is that this House is expected to make responsive laws that will ... view
  • 16 Jul 2015 in Senate: On a point of order, Mr. Speaker, Sir. As the Chair, you have very ably concluded the matter. However, I want to raise some concern in relation to the manner in which Cabinet Secretaries have not been attending to committee meetings. We had a Kamukunji yesterday in the morning and we expected Prof. Kaimenyi and Maj (Rtd) Nkaissery to appear before us, but it never happened. • 2 Jul 2015 in Senate: Mr. Temporary Speaker, Sir, I stand to reply to the Motion about recruitment of untrained teachers and providing in-service training for the same. I would like to start off by thanking colleagues from both sides of the House for unanimously supporting the adoption of this Motion. Mr. Temporary Speaker, Sir, education – as a number of them have rightly put – is a basic right. It is a right that cannot be denied by anyone. That is explicitly provided for in the Constitution of this country. The electronic version of the Senate Hansard Report is for information purposes only. A ... view
