Mr. Speaker, Sir, cancelling examinations is not a solution as these problems are now widespread. Even rural schools are actually affected. It appears the students are not very well prepared. Besides investigating and punishing a few teachers, what long-term measures is the Ministry planning to take?

On a point of order, Mr. Speaker, Sir. I do not think the Assistant Minister is in a position to help this House and Kenyans. That is because the issue of birth certificates is not only with the Ministry of Education. There are a number of Ministries involved. Would I be in order to ask the Office of the Prime Minister to address this issue? Since it is an issue of national concern, could he actually ask the Ministry of Education to suspend that requirement, because we are not making any headway?

We support disarmament because we do not need illegal arms in the hands of people who do not deserve them. But disarming people alone is not a solution. He admits that they have Phases I, II and III, but these things must go together. The history of the security personnel or the manner in which the Office of the President acts on security issues is not good. Those people become idle immediately you take over guns from them. Mr. Speaker, Sir, I have heard the Assistant Minister say that they are finalizing the roads investment plans, and this is one Ministry that does not allow leaders to get involved in the plans. Ministries like that of Energy and Finance have opened up. Can the Assistant Minister consider involving parliamentarians, or leaders in general, to actually help him plan for these major programmes in the country, so that we do not get disadvantaged and we do not have to wait for people right at the top and lobby, so much that we are not able to appear anywhere.
