  • 10 Feb 2009 in National Assembly: Mr. Deputy Speaker, Sir, I do not think the Assistant Minister has adequately addressed the question of the management of funds in councils. We are not querying how much is spent on projects. The question is on the management aspect. The chief officers unilaterally spend much of that money even on payment of debts. Could the Assistant Minister explain to us, in terms of governance structures, how that money should be managed, according to their policy? How many people constitute the membership of committees, in terms of the management of those funds, besides the chief officers and councillors? That is ... view
  • 10 Feb 2009 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I did not ask the Assistant Minister to explain the bit that relates to Local Authorities Service Delivery Action Plan (LASDAP) only. I would also want him to enumerate how they manage the LASDAP funds in totality. view
  • 5 Feb 2009 in National Assembly: Mr. Deputy Speaker, Sir, the shortage of vehicles for our police is a nationwide problem. The responses that we get from the Ministers in this House are merely to give us information which may not be useful to us. Could the Assistant Minister tell us how many vehicles he intends to buy this financial year and what his distribution plan is? view
  • 5 Feb 2009 in National Assembly: Mr. Deputy Speaker, Sir, sending special DOs to one particular incident like the one that occurred in the Rift Valley Province is not enough. They needed to get officers who are well equipped in terms of knowing issues that relate to conflict resolution and building up of such mechanisms. What long term plans does the Government have in terms of preparing its officers to combat such issues, instead of running around when incidences occur? view
  • 5 Feb 2009 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. It is unfortunate that the Assistant Minister is not in touch with the realities. Is he in order to say that the transport infrastructure in that part of the country cannot be developed because of insecurity, when we know that the security situation in that area is now quite stable? Is he in touch with the realities on the ground? view
  • 29 Jan 2009 in National Assembly: Mr. Speaker, Sir, trunk roads in this country are so much dependent on good will from the Government or even from the Treasury. We are not sure whether these roads will Ja nuary 29, 2009 PARLIAMENTAR Y DEBATES view
  • 29 Jan 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. Two months from now will not make much difference. If the Ministry does not know what its priorities are, do you think it will know them tomorrow? Is the Assistant Minister in order not to tell us what exact plans they have in terms of priorities today and not tomorrow? view
  • 28 Jan 2009 in National Assembly: Mr. Deputy Speaker, Sir, community policing is a new concept in this country. Using members of the community policing team as only a source of information is not sufficient enough to create ownership or get a good connection between the community and the security team. In the districts, for instance, we always see the district security teams as exclusive organs that make decisions that even affect communities at times. Could the Assistant Minister tell this House the extent to which they are able to integrate, particularly the chairmen of community policing, in making critical security decisions in the districts? view
