I believe it is important that we give people who adopt young children of less than one year leave so that when they adopt, they can bond with them. At the moment, there is nothing like that. Even though adopting parents do not give birth to babies, it is important that when they adopt, the babies get a place to stay and bond with them. That is the only time they can bond. Mithika Linturi’s father in Igembe, one of the MCAs said that it is the Members of the National Assembly who are messing up this country and also devolution.

He mentioned Members of the National Assembly and talked about Punguza Mizigo and the issue of reducing the number of Members of Parliament and all that. I think he should have gone straight ahead to mention senators because they are the ones who have messed up devolution. When they go back and forth regarding the assent date, they actually miss the point. That is because the more we delay, the more we delay counties to get their money. I beg to ask the Cabinet Secretary for the National Treasury and Planning: (i) whether he could state the total value of unclaimed assets that belong to Kenyans and foreign citizens that are currently in the custody of both the Government and private sector entities; and, (ii) what measures the Ministry is putting in place to guarantee efficient and prudent management of the said unclaimed assets.

The whole Report is good but I think we need to interrogate the CS together with the Executive because the budget deficit keeps going up every year. We need to put the Executive in check because when we have such a big budget deficit, the end result is we cloud out the individual borrowers and they cannot service their loans. My previous colleague has talked of it not being strong, but I think we have gone far from where we were many years back. Mr. Mutyambai has very good credentials. He has been all over the country and the world. He studied in the United States of America, Australia and United Kingdom. Coming from the counter-terrorism unit of the National Intelligence Service (NIS), he is what Kenya needs at the moment. The country needs somebody who has fought terrorism and has done background checks on people so that we do not have a DusitD2 attack or another terrorist attack in Kenya.
