  • 11 Oct 2017 in National Assembly: There was a time when there was a proposal for maximum and minimum size of land anybody could hold. I hope this Sessional Paper will sort that out. How do you stop somebody having whatever size of land he or she wants? We even need to sort out the issue of land leases which is a problem in the country. Some people have been dispossessed of their land just because they did not know when the leases expired or something or the other happens and The electronic version of the Official Hansard Report is for information purposesonly. A certified version ... view
  • 11 Oct 2017 in National Assembly: somebody dispossesses them. The next thing they know is that somebody else is holding a lease or title deed to their land. With this Sessional Paper, land registries in the country should be digitalised and people can access any detail before doing any transaction like buying land or the way they are going to use it. view
  • 11 Oct 2017 in National Assembly: It goes further to address matters about the environment. We need to look into the issue of riparian reserves, but we should not penalise people who want to do things on land. You could be on the opposite side of the political divide in your county and want to utilise land effectively, but at the same time, there could be people out there who may not want you to do anything on the land. So, they would seek to stop you in the name of land preservation or riparian reserves. I believe with this policy in place, the infrastructure and ... view
  • 10 Oct 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. At the outset, I want to support this Bill. I want to put it on record that my friend and elder brother Senator for Meru was on one of the television stations talking about this Bill being untimely and we should have involved NASA. I believe that we, as the National Assembly, are here to make laws and we have not gagged anybody from coming here to make laws. We do not need invitation to come to Parliament to make laws. Hon. Cheptumo’s Committee has done a good job. Where they have said that ... view
  • 10 Oct 2017 in National Assembly: do not waste all the money which we are going to be wasting in the elections. There is no point. The billions of shillings, more than Kshs14 billion, could go a long way to do this country good given the way the economy is. We do not need uncertainty. These elections have to be held or the President needs to be declared the president-elect and we swear him in. The uncertainty which has been in this country for the last three to four months has seen the stock market lose, on the announcement by the Supreme Court, Kshs140 billion. We ... view
  • 14 Sep 2017 in National Assembly: Thank you, Hon. Deputy Speaker. First of all, let me congratulate you on being elected the Deputy Speaker. You know one vote was mine even though we did not go to a vote. view
  • 14 Sep 2017 in National Assembly: Thank you, Hon. Deputy Speaker. I want to congratulate all the elected and nominated Members. I believe they are here for a purpose. I thank our President, His Excellency Uhuru Kenyatta, for his Speech. He made a Speech which was very inclusive. It was devoid of any politics and gerrymandering. Although we do not agree with the ruling by the Supreme Court, we took it in our stride and agreed to go to the elections. We should understand and the Opposition needs to understand that this country cannot afford an economic turmoil. As soon as the Supreme Court announced their ... view
  • 14 Sep 2017 in National Assembly: not turn up for the last day of voting. This time round, I request them to make sure if the Gender Bill comes up, which hopefully the Leader of the Majority Party will bring, we pass it. This will enable us to have a progressive Parliament where we can have women representing their interests. After 20 years, we will not need that Bill. I congratulate the President and the whole country because when the announcement was made by the Supreme Court, we did not have violence in our areas unlike what happened yesterday. I want to condemn completely the incident ... view
  • 15 Jun 2017 in National Assembly: Thank you, Hon. Deputy Chairman. If Hon. Nyikal would go to Standing Order No.121 that we have just amended, he will find that it has that provision. It is in the Order Paper view
  • 14 Jun 2017 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I agree with my Vice- Chairman. There is no way legitimate and illegitimate money will be known by the Board. So, that should be removed because it is an ambiguity. I support my wise Chairman. view
