  • 6 Apr 2022 in National Assembly: The last one is the amendment which Hon. Mabongah has talked about; the fair charges. Like Hon. Pukose has said, the differences between a public and a private hospital are like day and night. Most of the times, machinery in public hospitals break down, so people do not have a choice. They have to go to a private hospital. When they go to a private hospital, the costs are prohibitive. I do not know if we can introduce an amendment at the Committee of the whole House to put a limit of between 10 and 20 per cent above the ... view
  • 6 Apr 2022 in National Assembly: The other thing which we need as Parliament in the next session, is to move the health workers to a health commission. We have issues with health workers who are under county governments. We need to retake the burden of health workers. What is happening at the moment is that many counties cannot handle health workers. There are normally many strikes. So, we need to do something like what the Teachers Service Commission (TSC) is. It is the same way we need to do a Health Service Commission which will take account of all needs of health workers. If we ... view
  • 30 Mar 2022 in National Assembly: Hon. Temporary Deputy Speaker, I support Hon. Washiali’s Bill because it will instil professionalism. Thank you. view
  • 9 Feb 2022 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. At the outset, I want to congratulate Hon. Owino. I believe that this Community Health Workers Bill should go through. We need to empower the community health workers. The ones who are already in the job should not be trained. The training that they have should suffice. It should be put in place, so that the Council does not say that they have to be trained again. Community health workers are the backbone of this country. If they are not qualified according to the training manual, they should still be registered and be given ... view
  • 3 Feb 2022 in National Assembly: Thank you, Hon. Speaker. I want to ask Question No. 18 of 2022 to the Cabinet Secretary for Interior and Coordination of National Government: (i) What steps has the Ministry taken to ensure that Mr. Lewis Muthuri (ID No. 26369584), who was allegedly abducted by security officers on 11th October 2021 near Mulathankari Chief’s Camp in Kibachia Village, Kiamwitari Division in Imenti North Constituency, has been traced and re-united with his family? (ii) What is the status of investigations into the abduction of the named person, which was reported at Meru Police Station on 13th October 2021 vide OB. No. ... view
  • 3 Feb 2022 in National Assembly: Hon. Speaker, this is the same Question that I asked in December. The Chair had promised to give me an answer during the break because it was a serious issue; but up to date, I have not received any response. One of my constituents has been found in River Yala. Can you imagine the distance from Meru to Yala? This is another case, and I hope one of the politicians who was taken along the road last year, Mr. Mbijiwe, will not be found in River Yala as well. Hon. Speaker, we need to know more about this issue. Thank ... view

  • 2 Feb 2022 in National Assembly: get our NG-CDF allocation A total of Kshs4.9 billion from the last financial year has not yet been disbursed. view
  • 2 Feb 2022 in National Assembly: Hon. Deputy Speaker, we know we are only patrons for the NG-CDF. However, when we go to the constituency, we are not known as patrons. We are known as the NG-CDF managers. When we do not get the NG-CDF money, the schools and other infrastructure fall apart and it is the MP who gets the flogging. If the NG-CDF Committee of this House does not get its act together, a half of us may not be back in this House after next year’s general elections. This is the most critical time. I believe the Chairman and his Committee needs to ... view
  • 2 Dec 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I join my colleague, Hon. Mboni, in supporting that the Dyer and Blair Investment Bank is bound by law to have a fiduciary duty to compensate the client. I hope we get it done fast and paid with interest as well. view
