Yes, Hon. Temporary Deputy Speaker. However, this is the second time I am being pushed down the list. I do not feel it is right.

Thank you, hon. Deputy Speaker. I support the Report by Public Investments Committee despite seeing that only 12 Members have signed it. Even the Vice-Chair of the Committee has not signed it, but since he has seconded it, I believe that everybody supports it. The Report is quite specific on the recommendations regarding the public procurement rules. Apparently, there is a big variation between the highest and the lowest bidder. The lowest bidder quoted Kshs456 million whereas the highest bidder quoted Kshs796 million. That goes to say that the people in the Kenya Pipeline Corporation, probably, did The electronic version ...

not put the right details regarding what people were to do with the pipeline. Besides that, we should get value for money for the Kshs45 to 46 billion, which will be there. Hopefully, going by what Zakhem have been given, if they are to do the job, there should be no variations for the project. The timeline within which they should do the pipeline should be exact. Former President Kibaki launched the two pumps which were commissioned a couple of years back. The pumps were supposed to flow at more than 440 metric tonnes per hour. For two pumps, that ...

With those few remarks, I support. We need to get that pipeline fast enough. It should go towards Meru because that is where most of the fuel is sold in the Eastern region.

Hon. Temporary Deputy Chairman, I support what the Chairperson of the Departmental Committee on Environment and Natural Resources has said. Do we have the Council of Governors represented in the policy-making organ when they are the ones who are supposed to implement the resultant policies? We need to develop policies which can be implemented. If we let them through in the manner that the Senate wants we will have a scenario similar to that of the proverbial camel who entered the tent and took it over, throwing out the owners of the tent. Let the Council of Governors stay out ...

I am sorry, hon. Temporary Deputy Speaker. I was consulting the Chairman of PIC. I wish to support this Report on Telkom Kenya. I believe what the Committee has recommended is very good; it is with regard to how Telkom Kenya was privatised. Privatisation has gone wrong in this country because France Telecom has taken undue advantage of the shareholding of Telkom Kenya, and the shareholding of the Government in Telkom Kenya has been reduced over the years. It is surprising that the Government has to pay a lot of money to restructure the company, yet most of the things ...

Telecom. They are not the right people. They are giving themselves so much leeway in doing things to the disadvantage of Telkom Kenya. I agree with the report of the Committee and I believe it will be implemented.

People who have done wrong things should be investigated and taken to court. Despite the Ethics and Anti-Corruption Commission (EACC) being in turmoil, we can still get things done.
