  • 18 Aug 2015 in National Assembly: Thank you very much, Hon. Speaker. I wish to remind my colleagues that Shakespeare once wrote: “A rose by any other name still smells the same”. Whether the Senate would wish to be called the Upper House or more Upper House, they are still who they are as per the constitutional guidelines. Even if they wish to be called the house next to heaven, let that be their name. But, ultimately, the role of the Senate is clearly described in the Constitution. Let everyone do their job. I would have had it in a different manner that through trial and ... view
  • 18 Aug 2015 in National Assembly: pass budgets. The Government is a 29.8 per cent shareholder of KQ. A total of 26.73 per cent shares belong to KLM in Kenya Airways. The balance is held by private shareholders. When that Kshs4.2 billion was given out, what deal was signed? What was the input? Are we getting extra shares as the Government? • 6 Aug 2015 in National Assembly: The law is very clear. Right now, they have requested in their petition that it should be made illegal for any student to be suspended or expelled. It is already illegal for any student to be expelled based on their religious background and religious discrimination. The only thing I would be requesting from the Departmental Committee on Education, Research and Technology, is if in their final report they do not put that as a recommendation, I will be coming up with that amendment. The punitive measures for a person who either physically or mentally torments a child, which includes discriminating ... view

  • 6 Aug 2015 in National Assembly: My point of order concerns something that will be appreciated by every Member here. Hon. Dalmas had come up with a request that instead of the Clerk reading one by one, why can he not just say: “From this clause to this clause”? That is because it is a continuous clause. He can exclude the ones that are being amended. Does he have to read them word by word? view
