I was saying that we cannot be told there are budgetary constraints, especially with projects that have good source of financing such as the World Bank and other development partners. The World Bank, through the Kenya Urban Support Programme (KUSP), also works in Isiolo County. Similar things are being witnessed where projects have been ongoing for so long. For as long as there is no consequence, nothing will be done. People tell us tell us that while abroad, you cannot drive carelessly because people are very disciplined.   • 17 May 2022 in Senate: Madam Temporary Speaker, I would like to thank Sen. Kwamboka for presenting this. However, I am a bit disappointed with the Committee. If there is one committee whose work is urgent, which involves life and death, the rule of law and disintegration of our country should we not be on top of things, then it is this Committee.
