  • 7 Nov 2017 in Senate: Thank you, Mr. Speaker, Sir. I also stand to condole with the family of the late Gov. (Dr.) Wahome Gakuru. I do not personally know Dr. Gakuru, but from what I have heard from colleagues and from what I have read, we must celebrate his life as one rich in accomplishments in family and friends. So, perhaps even as we grieve the late Dr. Gakuru, we should also look at and celebrate his accomplishments. His loss is, of course, greatest for his family, and we condole with them most sincerely on behalf of myself, my family, the people of Isiolo ... view
  • 7 Nov 2017 in Senate: Madam Temporary Speaker, I also rise to add my voice in support of this Motion. I cannot think of a more topical Motion at this time in the history of our country. Sen. Kihika has so articulately explained that we have a huge population that is churning out huge amounts of garbage and other waste products which if not well managed, then it will become a major issue. At the same time, waste management can be an economic enabler if well managed. There are countries like Sweden which are actually importing waste because they have managed their waste so well ... view
  • 10 Oct 2017 in Senate: Thank you very much, Mr. Speaker, Sir, for giving me the opportunity to comment on the Petition that is before us this afternoon. I would like to say that 60 to 70 or 80 per cent of wildlife live outside government protected areas. Therefore, the people who should be custodians of these wildlife – and who have been hosting them – more than the Government is the community. So, if there is a provision within the Act that is going to empower the communities to take charge of wildlife conservation outside the protected areas, it should be given priority. In ... view
  • 10 Oct 2017 in Senate: Mr Temporary Speaker, Sir, I rise to support the Motion. Listening to Sen. Mwaura belabour the point, I felt like saying to him that it is very clear that people with disability deserve and have every right to have access to medical cover and everything that other able-bodied Kenyans have. Of course, there are certain injustices and things that happen to people with disability and we are all aware of this. In any situation, there are people that are usually aggressors of that situation, victims and bystanders. In supporting this Motion, this House should ensure that we do not standby ... view
  • 28 Sep 2017 in Senate: Thank you, Mr. Temporary Speaker, Sir. I rise to support this Motion. First, I would like to state that laws and regulations are not an end in themselves. They should be serving the purpose for which they were enacted. view
  • 28 Sep 2017 in Senate: Thank you, Mr. Temporary Speaker, Sir, please, allow me to continue. I rise to support this Motion and congratulate Sen. Dullo for taking her time to ensure that the very rules for which a legitimate presidential election was nullified - for lack of what was called simplicity, accountability, credibility and verifiability - are put in place. As I mentioned earlier on, rules, laws and policies are not an end in themselves. They should serve the object for which they were enacted, both in form, substance in spirit and in the letter. Rules and laws should have a continuous improvement element ... view
  • 26 Sep 2017 in Senate: Thank you, Mr. Speaker, Sir. Once again, congratulations on your election. I also want to congratulate the Deputy Speaker and all the Senators who are sitting here today. I am very proud to be in this House and I am standing up in support of the President’s Speech. The President’s speech, for me, was profound for its simplicity and for its focus on the key strategic areas for our country. The President spoke to what is core in our country starting with the sanctity and supremacy of our constitution, which he did not just speak about but he demonstrated in ... view
  • 26 Sep 2017 in Senate: Thank you, Mr. Speaker Sir. I have no doubt that my county is on the right track. We should be willing to condemn in the strongest terms possible politics of mayhem and obnoxious language that abuses people based on a non-agenda or nothing at all, for example, Hon. Babu Owino who abused the President’s mother. That was unacceptable. It has no place in modern civilization. It has no place for anybody called Mheshimiwa who is supposed to represent people in a constituency in this country. It was shameful and we condemn it. The President’s Speech upheld the Constitution, the youth ... view
