Thank you, Hon. Speaker for giving me this opportunity. I rise to support this Motion. It is one of the most important things we should do at this time when things are not normal. This Fund is coming a little bit late. This is because there is a lot of pressure in villages in the rural areas where the majority of people are not able to feed themselves. Most of them have lost their jobs. The pressure is already being felt. I know of communities that have started creating their own small funds to support the people around them. So, ...

Hon. Temporary Deputy Chairlady, I also follow suit. We do not want where the whole board is run like a government department. The issue is not because this concerns North-Eastern, as my colleague says. There is nothing North- Eastern about this. Hon. Tuitoek is from Turkana and yet he is opposing. What we are refusing is to have many government officers to the detriment of the representatives of the people.

Thank you, Hon. Temporary Deputy Speaker. I stand to support this Motion. I am a Member of the Departmental Committee on Agriculture and Livestock and I was part of the team that went to the research institute in Ruiru. We all know that coffee is an important cash crop in this country because it gives us the much-needed foreign exchange earnings. One of the best ways of getting our foreign exchange earnings is to ensure that coffee, tea, livestock and other things that we have at hand are improved and developed to the maximum. That way, we will be able ...

latest variety of coffee was developed 10 years ago. With climate change, things are moving very fast. New pests and diseases are coming on board, and we require new varieties so as to curb those new diseases and new pests. If we rely on the variety that was developed over 10 years ago, with the climate change, then we are in danger. We may soon be categorised as a country that does not produce coffee at all. We may be unable to compete in this global village. There was this Executive Order No. 1 of 2013. This Order, I think, ...

Thank you Hon. Deputy Speaker for giving me this opportunity. I stand to support this Motion. It is very timely. As we know, registration of farmers is part of planning. If we fail to plan, we plan to fail. Registering our farmers and knowing which farmer is where and growing which crops or keeping what type of animals, can help us in the budget processes of the Ministry of Agriculture, Water and Irrigation and other entities that deal with food security. It is very important. If we do not know the number of farmers that we have, the types of ...

and an egg. All those items are produced by farmers. If the same farmers are not organised and are unable to produce and make money out of their sweat, then we are robbing and killing them. We who are not practising farming, but only rely on what has been farmed, will end up getting nothing. That may make the country to collapse. The highest insecurity you can have in a country is when there is no food security. Lack of food security is more insecure than Al-Shabaab . When there is no food, masses and communities are hungry. Farmers are ...

Hon. Temporary Deputy Speaker, thank you for giving me this opportunity. I also rise to support this Bill. I think it is very timely. I sincerely thank the Mover. The kind of life that some of our former Members of Parliament lead out there is very pathetic. Everybody knows that to become a Member of Parliament is not an easy job. You sacrifice and spend all your savings and ultimately, when you come here you spend all your income again trying to support other people. When you leave parliament, you go into abject poverty. It is very unfortunate indeed. I ...

On the other hand, I support my colleague, Hon. Wanyonyi, that the figure of Kshs100,000 is very low looking at today’s economy and the value of our shilling. He promised to propose an amendment that will increase it to Kshs200,000. I will be the first one to support it. It is not just the pension, but we also need to include a medical cover. The biggest problem that former parliamentarians have is getting medical cover. Many of them are old and have lifestyle diseases such as diabetes, high blood pressure or chronic diseases that require constant medication. Without a medical ...
